• The output from the water quality model optimization integration tool will be the number <br />of hours of water quality compliance at up to three (3) locations selected during the <br />Optimization Planning task (Task 11). <br />Task 12 Exclusions <br />• No water quality sampling or testing is included in this scope. <br />Task 13 Development of Optimization Cost Functions (Lead Firm: American <br />Structurepoint) <br />Under this task, cost functions will be developed to provide a reliable basis for the evaluation of <br />the relative cost and benefits of a range of improvements within the proposed optimization <br />analysis. <br />Final decisions regarding the type and size of improvements for which cost functions are to be <br />developed will be confirmed as part of the optimization planning effort. It is expected that cost <br />functions will be required for the following type of improvements: <br />• Sewer separation ($/linear foot and diameter) <br />• Green stormwater infrastructure ($/square foot of new GSI) <br />• Trunk Sewer Inflow/Infiltration Removal ($/linear foot of sewer rehabilitation) <br />• CSONet Monitoring and Control Improvements ($/additional monitoring/control site) <br />• Consolidation combined sewer construction ($/linear foot and diameter) <br />• Retention Treatment Basin ($/MG of storage volume plus a base allowance for site <br />disturbance) <br />• CSO Storage Tunnel ($/linear foot and diameter plus a base allowance for mobilization) <br />• CSO Disinfection ($/mgd of peak disinfection capacity plus a base allowance for site <br />development) <br />Cost functions will be developed to provide AACE Class 5 level estimates of probable <br />construction costs for the various type of improvements to be considered in the optimization <br />analysis. Major cost drivers with the potential to significantly impact the cost of various <br />improvements will be identified. <br />Task 13 Deliverables <br />• Technical Memorandum — CSO Improvement Cost Functions.
