Task 13 Exclusions <br />• Cost functions will be based on analyses of hypothetical improvement projects and <br />available cost data for other types of projects. Cost functions will be limited in their <br />ability to consider site -specific factors that could impact the cost of improvements at any <br />specific site. <br />Task 14 Alternative Concept and Level of Control Optimization Analysis (Lead Firm: <br />EmNet) <br />Outputs from Tasks 10-14 will serve as inputs for a comprehensive optimization analysis of the <br />South Bend combined sewer system. Specific tasks required for the optimization analysis <br />include: <br />1. Use of outputs from the model refinement and cost function development tasks as the <br />basis for evaluating integrated improvement alternatives to achieve the current consent <br />decree level of control. This optimization will be structured to determine the least cost <br />option for meeting the current level of control of 4 events per year in a typical year. <br />2. Use of outputs from the model refinement and cost function development tasks as the <br />basis for evaluating improvement options and costs with three potential levels of control: <br />no disinfection, disinfection for the four overflows in a typical year (with 30 minutes <br />detention), and disinfection following the Michigan Standards (10yr-lhr with 30 minutes <br />detention). This analysis will be structured to attempt to minimize the cost of the <br />integrated solution while maintaining each of the three different levels of control. <br />3. Performance of a level of control analysis using three models that incorporate an <br />integrated set of solutions and specific level of control requirements. The level of control <br />tool will scale each element of the integrated solution to find cost effective combinations <br />of technologies that achieve the specific level of control defined. <br />4. Prepare technical memorandum documenting the results of the optimization analysis. <br />Task 14 Deliverables <br />• Technical Memorandum — Based on the results of this task, EmNet will prepare a <br />technical report documenting the approach used for the optimization analysis, the sources <br />of key data used in the analysis, and descriptions of the highest ranking options found to <br />achieve the target levels of service.
