REGULAR MEETING REPORT OF THE COMMITTEE OF THE WHOLE: To the Common Council of the City of South Bend: DECEMBER 9, 1957 Your Committee of the Whole, to whom was referred AN ORDINANCE AUTHORIZING THE INCREASE OF SEWAGE SERVICE CHARGE TO ALL USERS FOR THE PURPOSE OF REPAIR AND /OR REPLACEMENT OF WATER SERVICE LINES AND SHUT -OFF BOXES WITHIN AND /OR UNDER PUBLIC PROPERTY, Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE referred to the Committee of the Whole for further study. /s/ George Carr, Chairman. Councilman Tellson made a motion that the report be accepted and placed on file. Councilman Glass seconded the motion. Motion carried. ORDINANCE NO. 4199 AN ORDINANCE REZONING A TRACT OF LAND ONE HUNDRED (100) FEET IN DEPTH, AND TWO HUNDRED FIFTY -SIX (256) FEET IN LENGTH, LOCATED AT THE SOUTHWEST CORNER OF BULLA STREET AND ANDERSON AVENUE, FROM "A" RESIDENCE, TO "B" RESIDENCE,DISTRICT The Ordinance was given third reading and'passed..by a- roll.call-vote of..8.ayes, 0 nays, 1 absent (Councilman Muszynski). ORDINANCE NO. 4200 AN ORDINANCE CONTROLLING THE OPERATION OF SELF - SERVICE LAUNDRIES The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Muszynski)." ORDINANCE NO. 4201 AN ORDINANCE AMENDING SECTION 6 OF SUB - PARAGRAPH (b) OF CHAPTER 26 OF GENERAL ORDINANCE NO. 3709 (Taxicab Insurance) The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Muszynski). REPORT OF THE CITY PLANNING COMMISSION: The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: December 5, 1957 Under date of 6 June, 1957 the Planning Commission recommended favorable the annexation proposed by Blenke Brothers Realty Company, Inc.. The pending petition covers the same area and since there has been no change of conditions in or surrounding saidvarea and referal to the Commission is not legislatively required may I respectfully suggest Y_ nonreferal. , Very truly yours, /s/ Robert L. REPORT OF THE CITY PLANNING COMMISSION: The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: December 6, 1957 The attached ordinance originated by the City Planning Commission to annex approximately 40 acres in three separate parcels lying north of McKinley Blvd., west of Logan Street and south of Edison Road to the City of South Bend was legally advertised on 1 November, 1957 and given public hearing under date of 7 November, 1957. The following action was taken: After due consideration The Commission found that: t 1. The annexation is in the best interests of the city and of the territory sought to be annexed. 2. The area is urban in character, being an economic and social part of the annexing city. 3. The city is financially able to provide municipal services to the annexed area within the reasonably near future. 4. The area sought to be annexed, if undeveloped, is needed for development of the city in the reasonably near future. 5. The lines of the annexation are so drawn as to form a compact area abutting the municipality. It was therefore moved, seconded and unanimously carried that the attached ordinance be recommended favorably to the Common Council. RLH /mah Very truly yours, /s/ Robert L. Huff Robert L.
