REGULAR MEETING <br />REPORT OF THE COMMITTEE OF THE WHOLE: <br />To the Common Council of the City of South Bend: <br />DECEMBER 9, 1957 <br />Your Committee of the Whole, to whom was referred AN ORDINANCE AUTHORIZING THE INCREASE OF SEWAGE SERVICE <br />CHARGE TO ALL USERS FOR THE PURPOSE OF REPAIR AND /OR REPLACEMENT OF WATER SERVICE LINES AND SHUT -OFF BOXES WITHIN <br />AND /OR UNDER PUBLIC PROPERTY, Respectfully report that they have examined the matter and that in their opinion IT <br />SHOULD BE referred to the Committee of the Whole for further study. <br />/s/ George Carr, Chairman. <br />Councilman Tellson made a motion that the report be accepted and placed on file. Motion carried. <br />ORDINANCE NO. 4199 <br />AN ORDINANCE REZONING A TRACT OF LAND ONE HUNDRED (100) FEET IN DEPTH, AND <br />TWO HUNDRED FIFTY -SIX (256) FEET IN LENGTH, LOCATED AT THE SOUTHWEST <br />CORNER OF BULLA STREET AND ANDERSON AVENUE, FROM "A" RESIDENCE, TO "B" <br />RESIDENCE,DISTRICT <br />The Ordinance was given third reading and'passed..by a- roll.call-vote of..8.ayes, 0 nays, 1 absent (Councilman <br />Muszynski). <br />ORDINANCE NO. 4200 <br />AN ORDINANCE CONTROLLING THE OPERATION OF SELF - SERVICE LAUNDRIES <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman <br />Muszynski)." <br />ORDINANCE NO. 4201 <br />AN ORDINANCE AMENDING SECTION 6 OF SUB - PARAGRAPH (b) OF CHAPTER 26 OF <br />GENERAL ORDINANCE NO. 3709 <br />(Taxicab Insurance) <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman <br />Muszynski). <br />REPORT OF THE CITY PLANNING COMMISSION: <br />The Honorable Common Council <br />City of South Bend <br />South Bend, Indiana <br />Gentlemen: <br />December 5, 1957 <br />Under date of 6 June, 1957 the Planning Commission recommended favorable the annexation proposed by Blenke Brothers <br />Realty Company, Inc.. Huff <br />RLH /mah Director- Secretary <br />Report, accepted and ,Placed on file. <br />REPORT OF THE CITY PLANNING COMMISSION: <br />The Honorable Common Council <br />City of South Bend <br />South Bend, Indiana <br />Gentlemen: <br />December 6, 1957 <br />The attached ordinance originated by the City Planning Commission to annex approximately 40 acres in three separate <br />parcels lying north of McKinley Blvd., west of Logan Street and south of Edison Road to the City of South Bend was <br />legally advertised on 1 November, 1957 and given public hearing under date of 7 November, 1957. The following action <br />was taken: <br />After due consideration The Commission found that: <br />t <br />1. The annexation is in the best interests of the city and of the territory sought to be annexed. <br />2. The area is urban in character, being an economic and social part of the annexing city. <br />3. The city is financially able to provide municipal services to the annexed area within the reasonably near future. <br />4. The area sought to be annexed, if undeveloped, is needed for development of the city in the reasonably near future. <br />5. The lines of the annexation are so drawn as to form a compact area abutting the municipality. <br />It was therefore moved, seconded and unanimously carried that the attached ordinance be recommended favorably to the <br />Common Council. <br />RLH /mah <br />Very truly yours, <br />/s/ Robert L.
