Councilman Coleman made a motion that the <br />Ordinatiee:.be set for public hearing on August 8, 1960. Councilman Krueper seconded the motion. Motion carried. <br />ORDINANCE NO. 4326 - - -60 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(East Jefferson at 36th Street) <br />The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for <br />suspension of rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nays. <br />The Ordinance was then given third reading and passed by a roll call vote of 9 ayes, 0 nays. <br />ORDINANCE, FIRST AND SECOND READING <br />AN ORDINANCE AMENDING ORDINANCE NO. 3702 ADOPTED BY THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND ON THE 14th DAY OF JUNE, 1949, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (Corner of East Jefferson and Thirty- second Street) <br />The Ordinance was given first reading by title and second reading in full. Motion carried. <br />MEMORANDUM <br />TO: Members of the Common Council, City of South Bend <br />From: Henry Sucher, Executive Director South Bend Redevelopment Commission <br />Date: July 7, 1960 <br />Re: General Neighborhood Renewal Plan - Application for Linden School Area <br />The resolution submitted for your approval authorizes the Redevelopment Department to request a federal advance for <br />planning funds. This money will be used to make a comprehensive study of the Linden School Area to determine the <br />Renewal treatment most suitable for various parts of the area. <br />The federal funds used will be considered part of the costs of the first actual project undertaken within the Linden <br />School area, to be borne two - thirds by the federal government, one -third by the City. <br />The advantage of following this "General Neighborhood Renewal Plan" procedure lies in the maximum credit the City can <br />thereby receive for the funds spent by the School City in building a new school. The City does commit itself to <br />undertake all necessary measures to eliminate blight from the entire area over a ten year period. The first project <br />will be a clearance area of approximately forty acres, to be followed by rehabilitation and code enforceme$t through <br />the remaining 120 acres of the area. <br />HS /ec <br />/s/ Henry Sucher <br />Councilman T.ellson made a motion that the Memorandum be accepted and placed on file. Motion carried. <br />RESOLUTION <br />RESOLUTION OF COMMON COUNCIL OF SOUTH BEND, INDIANA APPROVING <br />UNDERTAKING OF GENERAL NEIGHBORHOOD RENEWAL PLAN AND FILING OF <br />APPLICATION FOR FEDERAL ADVANCE OF FUNDS. <br />WHEREAS, under Title I of the Housing Act of 1949, as amended, the Housing and Home Finance Administrator <br />is authorized to extend financial assistance to localities in the elimination and prevention of the spread of their <br />slums and urban blight through the planning and undertaking of urban renewal projects; and <br />WHEREAS, under Section 102 (d) of said Title I, the Housing and Home Finance Administrator may make advanc <br />of funds for the preparation of General Neighborhood Renewal Plans for urban renewal areas of such scope that the <br />urban renewal activities therein may have to be carried out in stages over a period of not more than ten (10) years; <br />and <br />WHEREAS, it is desirable and in the public interest that the City of South Bend, Department of Redevelopme <br />prepare such a General Neighborhood Renewal Plan, presently estimated to cost Six Thousand, Seven Hundred and Thirty <br />Dollars ($6,730) in that certain area, proposed as an Urban Renewal Area, situated in the City of South Bend, County <br />of St. Joseph, and State of Indiana, and described as follows: <br />New York Central Railroad and Washington Avenue on the South, Walnut Street and City Cemetery <br />on the East, Lincolnway West, Fassnacht Avenue and Kenwood Avenue on the North, and Olive <br />Street on the West. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council, City of South Bend, Indiana as follows: <br />1. That the proposed Urban Renewal Area described above is an'area of such scope that it is estimated that ij <br />the urban renewal activities therein may have to carried out in stages over a period of not more than ten (10) years. <br />2. That the undertaking by the City of South Bend, Department of Redevelopment of the preparation of a <br />General Neighborhood Renewal Plan for the proposed Urban Renewal Area described above is hereby approved. <br />3. That it is cognizant of the intention of the City of South Bend, Department of Redevelopment to under -. <br />take an urban renewal project promptly upon completion of the General Neighborhood Renewal Plan and the preparation <br />of an urban renewal plan for such project, which project shall embrace at least ten (10) percent of the Urban Renewal <br />Area and shall be of the character contemplated by Section 110 (c) of said Title I. <br />4. That it is cognizant of the conditions that are imposed in the undertakipg and carrying out of urban <br />renewal projects with Federal assistance under Title I, including the requirements that a General Neighborhood <br />Renewal Plan conform to the Workable Program of the community, as set forth in Section 101 (c) of Title I, and to a <br />
