REGULAR MEETING MAY 13, 1974 <br />GULAR MEETING - RECONVENED (CONTINUED) <br />PORT FROM THE COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your committee on the inspection and supervision of the minutes, would respect- <br />fully report that they have inspected the minutes of the April 22, 1974, regular <br />meeting and found them correct. <br />They, therefore, recommend that the same be approved. <br />s/ Peter J. Nemeth <br />ouncilman Taylor made a motion that the report be accepted as read and placed on file and the <br />inutes be approved, seconded by Councilman Horvath. The motion carried. <br />REPORT FROM THE COMMITTEE OF THE WHOLE <br />Councilman Taylor made a motion to waive the reading of the report of the Committee of the Whole, <br />seconded by Councilman Horvath. The motion carried by a roll call vote of nine ayes (Councilmen <br />Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth). <br />REPORT FROM THE DIRECTOR OF THE DEPARTMENT OF PUBLIC WORKS <br />Mr. Rollin Farrand Director of the Department of Public Works, made his quarterly report to the <br />Council. He introduced Mr. James Meehan, the new manager of vehicle maintenance at the Municipal <br />Services Facility. He talked about the building improvements and gave credit for that to Mr. <br />Stanley Przybylinski. He stated that floor drains to eliminate the problem of water at the <br />Municipal Services Facility had been installed. Theft problems have been reduced and keys dis- <br />tributed in the equipment and tool room. Mr. Farrand further stated that there have been some <br />organizational changes within the department. Additional personnel have been assigned to the <br />11:00 p.m. to 7:00 a.m. shifts and small labor and repair work is being done within the facility. <br />The slurry machines were rebuilt during the winter months and several vehicle components were being <br />rebuilt. In comparing January through April of 1973 and 1974, the outside repair account was down <br />53.9 %, repair parts were down 38.9% and other parts were down 32.6 %. He complimented Mr. Meehan <br />for his work done on the vehicles. Councilman Newburn wondered if there was a program of checking <br />the patrol vehicles before being taken out on the streets. Mr. Meehan stated that the inspection <br />of the vehicle is left to the driver of the car. In the event oil is needed, the Municipal Service <br />Facility would add"it. Mr. Meehan also indicated that oil has been made available to the officers <br />at the station for their use on weekends. Councilman Newburn stated that some vehicles, in an <br />emergency run, have run out of gas. He questioned this and felt this should be the responsibility <br />of the driver to make sure the vehicle had a full tank of gas, enough oil, etc. Mr. Meehan stated <br />that in an emergency run, running out of gas cannot be prevented. He indicated that Councilman <br />Newburn was correct in saying that the responsibility of the cars was up to the Police Department. <br />Councilman Kopczynski questioned certain claims submitted to the city for purchase and adding of <br />it to the city -owned vehicles. He felt the cars should not need that much oil, and he wondered <br />by there was so much oil consumed. Mr. Farrand stated that the city has secured warranty service <br />when needed on the cars. Councilman Kopczynski wondered if the fleet of vehicles in the Police <br />Department was adequate. Mr. Meehan was reluctant to generalize. He stated that the detective <br />cars are in excellent shape, and the marked cars were in fair shape. He mentioned that each driver <br />rives a car differently and not all cars were, therefore, in the same condition. Councilman <br />Kopczynski wondered if the new program at the Municipal Services Facility would help to prolong the <br />life of the vehicles, and Mr. Meehan expressed hope that it would. Councilman Szymkowiak could not <br />understand why the police officers did not check their cars for gas, oil, water and air in the tire <br />before each run. He felt that was the responsibility of the driver of the car as Councilman <br />Newburn had stated. Councilman Parent felt the impression that the officers do not check the cars <br />as wrong. Councilman Horvath stated that the average mileage on the vehicles was 24,000. He. <br />indicated that this does not mean that the car has been driven to full mileage capacity at the <br />resent time. He felt there would be many more miles driven by the present vehicles. Council <br />resident Nemeth thanked Mr. Farrand and Mr. Meehan for their presentation. <br />ETITIONS TO AMEND ZONING ORDINANCE <br />I(We), the undersigned, do hereby respectfully make application and petition the <br />Common Council of the City of South Bend to amend the Zoning Ordinance of the City of <br />South Bend, Indiana, as hereinafter requested, and in support of this application, the <br />following facts are shown: <br />1. The property sought to be rezoned is located at 3027 McKinley Avenue, South <br />Bend, Indiana. <br />2. The property is owned by Larry L. Nifong. <br />3. A legal description of the property is as follows: <br />Lot Numbered 50 as shown on the recorded Plat of McKinley Terrace <br />Addition to the City of South Bend, Indiana. <br />4. It is desired and requested that the foregoing property be rezoned from "A" <br />Residential Use and "A" Height and Area District to "B" Residential Use and "A" <br />Height and Area District. <br />5. It is proposed that the property will be put to the following use and the <br />following building will be constructed: principal office of realtors. <br />6. Number of off - street parking spaces to be provided: six. <br />7. Attached is a copy of (a) an existing plot plan showing my property and other <br />surrounding properties; (b) names and addresses of all the individuals, firms <br />or corporations owning property within 300 feet of the property sought to be <br />rezoned; (c) site development plan.' <br />s/ Jack C.
