The motion carried. <br />INANCE AN ORDINANCE TO APPROPRIATE $40,500.00 FROM <br />THE LOCAL.ROAD.AND STREET FUND AND $4,500.00 <br />FROM THE.CUMULATIVE CAPITAL IMPROVEMENT FUND <br />FOR PROJECT R & S 64, MISHAWAKA AVENUE AT THE <br />INTERSECTIONS OF IRONWOOD DRIVE, 26TH STREET <br />AND 30TH STREET. <br />his being the time heretofore set for public hearing on the above ordinance, proponents and <br />pponents were given an opportunity to.be heard. Mr. Rollin Farrand, Director of the Department of <br />ublic Works, made the presentation for the ordinance. He explained that the request for funds was <br />eeded for the reconstruction of the signals.at.Mishawaka Avenue and Ironwood Drive, 26th Street <br />nd 30th Street. The reconstruction would provide a signal system that conforms to current stan- <br />ards for this type of installation. The present signals on the corner posts have proven difficult <br />or the motorist to see and this has resulted in a high accident record of the intersections. <br />uncilman Szymkowiak asked about the lights presently used.. Mr. Farrand stated that the lights <br />uld be salvaged and used for replacement of certain equipment. Councilman Szymkowiak wondered <br />out the Ardmore and Bendix project, and Mr. Farrand stated that the project was being worked on <br />d some funds were available from the TOPICS Fund. He was hopeful that the project could be sent <br />the state within the next couple of months. Councilman Szymkowiak asked why there was such a <br />lay on the project, and Mr. Farrand indicated that he had no logical explanation other than the <br />oject had apparently been set aside during the change over of city engineers. <br />cilman Miller made a motion that the ordinance go to.the Council as favorable, seconded by <br />cilman Szymkowiak. The motion carried. <br />INANCE AN ORDINANCE TO APPROPRIATE $81,000.00 FROM <br />THE LOCAL ROAD AND STREET FUND AND $9,000.00 <br />FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND <br />FOR R & S 52(A), ANGELA BOULEVARD AT THE <br />INTERSECTION OF.MICHIGAN STREET (U.S. 31). <br />is being the time heretofore set for public hearing on the above ordinance, proponents and <br />ponents were given an opportunity to be heard. He explained that $90,000 was requested for <br />• reconstruction of the Michigan - Angela intersection because the present peak -hour demand exceedec <br />• capacity of the intersection. The proposed improvement would add additional lane capacity at <br />e intersection to handle the traffic demand. <br />Mr. Charles Howell, 1118 Duey Street, hoped the Council would not approve the ordinance because he <br />felt improvements were needed at various other intersections more than the Angela intersection. <br />He did not want to see all the benefit of the improvement go to Notre Dame. Councilman Parent <br />indicated that the intersection would benefit many persons and not just the University of Notre Dam <br />He felt the improvement was needed to expedite the flow of traffic. Councilman Kopczynski asked if <br />the property that was being received from Notre Dame was within the city limits, and Mr. Farrand <br />stated that the city has clear title to that land and can annex the right -of -way if it is not withi <br />the city limits. <br />uncilman Szymkowiak made a motion that the ordinance go to the Council as favorable, seconded by <br />uncilman Taylor. The motion carried. <br />INANCE AN ORDINANCE AMENDING AND SUPPLEMENTING <br />CHAPTER 40 OF THE MUNICIPAL CODE OF SOUTH <br />BEND, INDIANA (4201 SOUTH MAIN STREET). <br />his being the time heretofore set for public hearing on the above ordinance, proponents and <br />pponents were given an opportunity to be heard. Mr. William.Firestone, the petitioner in the <br />ezoning, made the presentation for the ordinance. He explained that he was requesting a change in <br />he zoning from "A" Residential to "D" Light Industrial in order to operate a print shop. <br />r. Maurice Cohen, 725 East Eckman Street, wondered where the property was located, and Mr. Firesto <br />ndicated that the property was behind the Dutchman Restaurant at 4201 South Main Street. He state <br />hat the new parking plan has been approved. Council President Nemeth wondered why the area had to <br />e rezoned to light industrial in order to utilize.a print shop, and Mr. Firestone answered that th <br />rea Plan Commission had recommended the zoning classification. Councilman Szymkowiak felt a print <br />hop could be operated in a commercial district, and Mr. Firestone explained that there were no <br />ommercial properties in the immediate area. The closest commercial property was the restaurant; <br />owever, there was another lot between his property and that of the restaurant. Mr. Ralph <br />tonebraker, Assistant Executive Director of the Area Plan Commission, indicated that this was a <br />ransitional zone and the land -use plan applied. <br />ilman Kopczynski made a motion that the ordinance go to the Council as favorable, seconded by <br />ilman Szymkowiak.
