REGULAR MEETING JULY 11, 1977 REGULAR MEETING RECONVENED (CONTINUED) A public hearing was held at this time on the resolution. Mr. Jon Hunt, Deputy Director of Community Development, said the "Polk Data" has been a valuable planning tool and document not only for the Community Development Program, but also for generally planning and city manage- ment functions. He said they have utilized Polk Data to develop specific plans and programs.. He said they have found it can be used in the preparation of a variety of grant application, i.e. the Rebate Grant, the Homesteading Grant, the Public Works Grant, etc. Council Member Miller asked if they feel a need for this on an annual basis. Mr. Hunt indicated there was a need for this on an annual basis. Council Member Adams made a motion to adopt this resolution, seconded by Council Member Kopczynski. The resolution was adopted by a roll call vote of eight ayes. BILLS, FIRST READING BILL NO. 97 -77 A BILL APPROVING THE FORM AND TERMS OF LEASE, MORTGAGE, AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO HENRY EDWARD LOWE. This bill had first reading. Council Member Taylor made a motion to set this bill for public hearing and second reading July 18, 1977, seconded by Council Member Adams. The motion carried. BILL NO. 99 -77 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE). (WEST SIDE OF LOGAN, NORTH OF JEFFERSON). This bill had first reading. Council Member Taylor made a motion to refer this bill and petition to Area Plan, seconded by Council Member Adams. The motion carried. BILL NO. 98 -77 A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO RHOADES- MARTIN ENTERPRISES, INC. This bill had first reading. Council Member Adams made a motion to set this bill for public hearing and second reading July 18, 1977, seconded by Council Member Taylor. The motion carried. BILL NO. 100 -77 A BILL APPROPRIATING,$30,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR A COMMUNITY DE- VELOPMENT RELOCATION PROGRAM, TO BE ADMINISTERED BY THE DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT /DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. This bill had first reading. Council Member Adams made a motion to set this bill for public hearing and second reading August 8, 1977, seconded by Council Member Miller. The motion carried BILL NO. 101 -77 A BILL APPROPRIATING $15,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK-PROJECTS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT /DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. This bill had first reading. Council Member Taylor made a motion to set this bill for public hearing and second reading August 8, 1977, seconded by Council Member Adams. The motion carried. BILL NO. 102 -77 A BILL APPROPRIATING $20,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE REHABILITATION OF THE NORTHEAST NEIGHBORHOOD CENTER, TO BE ADMINIS- TERED BY THE DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT /DIVISION OF COMMUNITY DEVELOP- MENT AND THE BUILDING DEPARTMENT /BUREAU OF HOUSING. This bill had first reading. Council Member Adams made a motion to set this bill for public hearing and second reading August 8, 1977, seconded by Council Member Taylor. The motion carried BILL NO. 103 -77 A BILL APPROPRIATING $25,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK PROJECTS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT /DIVISION OF COMMUNITY DE- VELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. This bill had first reading. Council Member Taylor made a motion to set this bill for public hearing and second reading August 8, 1977,-seconded by Council Member Adams. The motion carried. BILL NO. 104 -77 A BILL APPROPRIATING $7,500.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE PURCHASE AND INSTALLATION OF FIRE PROTECTION DEVICES FOR TIP - PECANOE PLACE, TO BE ADMINISTERED BY THE DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT /DIVISION OF COMMUNITY DEVELOPMENT. This bill had first reading. Council Member Adams made a motion to set this bill for public hearing and secorad,lreading August 8, 1977, seconded by Council Member Dombrowski. The motion carried.
