REGULAR MEETING JULY 11, 1977 <br />REGULAR MEETING RECONVENED (CONTINUED) <br />BILL NO. 105 -77 <br />A BILL FIXING THE-ANNUAL PAY OF POLICEMEN FOR THE CALENDAR-YEAR <br />1978. <br />This bill had first reading. Council Member Taylor made a motion to set this bill for public <br />hearing and second reading July 18, 1977, seconded by Council Member Adams. The motion carried. <br />BILL NO. 106 -77 <br />A BILL FIXING THE ANNUAL PAY OF FIRE FIGHTERS FOR THE CALENDAR YEAR <br />1978. <br />This bill had first reading. Council Member Adams made a motion to set this bill for public <br />hearing and second reading July 18, 1977, seconded by Council Member Dombrowski. The motion <br />carried. <br />PRIVILEGE OF THE FLOOR <br />Mr. David Wells, member of the TRANSPO Board of Directors, indicated that July 12 TRANSPO was <br />offering a ride for a dime, and he invited everyone to ride the bus for a dime. <br />NEW BUSINESS <br />Council Member Adams made a motion to suspend the rules and hear a resolution submitted by Urban <br />Observatory to authorize inspectors of the City's Bureau of Housing to receive additional com- <br />pensation pursuant to a contract between the City and the Institute for Urban Studies at Notre <br />Dame, seconded by Council Member Miller. The motion carried by a roll call vote of eight ayes. <br />RESOLUTION NO. 565 -77 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, AUTHORIZING INSPECTORS OF THE CITY'S <br />BUREAU OF HOUSING TO RECEIVE ADDITIONAL COMPENSATION <br />PURSUANT TO A CONTRACT BETWEEN THE CITY AND THE IN- <br />' STITUTE FOR URBAN STUDIES AT THE UNIVERSITY OF NOTRE <br />DAME. <br />WHEREAS, Ordinance No. 5830 -75, -being section 2 -118 (a) -(d) of the Municipal Code of the <br />City of South Bend provides that no additional compensation shall be paid by the City to any <br />City employees without approval of the Common Council; and, <br />WHEREAS, The City of South Bend, through its Community Development Program, proposes to <br />enter into a contract with the Institute for Urban Studies at the University of Notre Dame for <br />a survey of current conditions of homes which have been rehabilitated through the City's several <br />programs of housing rehabilitation; and, <br />WHEREAS, the Institute for Urban Studies proposed to employ, with the funds received from <br />the City through its Community Development Program, qualified inspectors for the City's Bureau <br />of Housing to inspect the conditions of rehabilitated homes at the rate of ten dollars ($10.00) <br />per home, on their personal time at their own volition: <br />NOW, THEREFORE, BE IT RESOLVED, by.the Common Council of the City of South Bend, Indiana; <br />Section I. That the inspectors employed` in the Bureau of Housing who qualify to work <br />for the Institute for Urban Studies in its contract with the City may receive the additional <br />compensation of ten dollars ($10.00) for each home inspected pursuant to the contract proposed <br />between the City and the Institute for Urban Studies at the University of Notre Dame. <br />/s /Roger 0. Parent <br />Member of the Council <br />A public hearing was held at this time on the resolution. Mr. Todd Areson, of Urban Observatory, <br />indicated that the Urban Observatory recently created an additiional project for 1977. He said <br />this was a study of the housing rehabilitation over the past decade. He said it would cover <br />three things; homes that have been rehabilitated, occupants, and effect and impact on the <br />neighborhood where the program has been operating. He said they were going to try_ and inspect <br />twenty percent of the homes that have been rehabilitated. Council Member Adams made a motion <br />to adopt this resolution, seconded by Council Member Kopczynski. Council President Parent <br />indicated he was against the adoption of this resolution for two reasons; he did not think that <br />City employees should receive reimbursement from two sources, and having people who work for <br />the City doing the study might raise questions about its validity. The resolution was adopted <br />by a roll call vote of seven ayes and one nay (Council President Parent). <br />Council President Parent indicated that for the last six months Council Members have discussed <br />the need that something be done about safety at Island Park. He said up to now the Council <br />has been told to improve the safety aspect would lose the aesthetic value. He said he would like <br />the Council to establish a committee of citizens to look at this situation and make a recommenda- <br />tion. Council Member Kopczynski made a motion to establish a committee with no more than five <br />persons to look into this situation at Island Park and report to the Council in a month or so, <br />seconded by Council Member Adams. Council Member Miller said there were danagers all along the <br />river, and there are safety provisions made along the river and on Island Park that are sufficier <br />for its usage. He said the situation should be watched very closely to see how the park is used. <br />He said if the Council needs further study he thought the Council was really taking the position <br />to provide for total safety, which would mean a fence all along the river. He said he was again: <br />this motion. Council Member Serge indicated that some type of protection should be there. Counc <br />Member Kopczynski indicated it was clearly evident that many rules of water safety have been <br />violated. Council Member Dombrowski indicated that perhaps a citizen's committee could find SOME <br />thing that the professional cannot see. The motion carried, with Council Member Miller opposing. <br />There being no further business to come before the Council unfinished or new, Council Member <br />Kopczynski made a motion to adjourn, seconded by Council Member Adams.
