REGULAR MEETING JULY ll 1977 REGULAR MEETING RECONVENED (CONTINUED) BILL NO. 95 -77 A BILL AMENDING CHAPTER 2, ARTICLE 4, SECTION 2 -27 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, COMMONLY REFERRED TO AS PARTICIPATION INSTATE AND FEDERAL PROGRAMS BY REQUIRING APPROVAL OF THE COMMON COUNCIL FOR ALL PARTICI- PATION IN SUCH PROGRAMS. Council Member Adams made a motion to continue public hearing and second reading on this bill until July 18, 1977, seconded by Council Member Dombrowski. The motion carried. ORDINANCE NO. 6190 -77 AN ORDINANCE DESIGNATING THE BUREAU OF HOUSING OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH BEND TO BE THE AGENCY OF THE CITY TO ADMINISTER A LOCAL HOMESTEADING PROGRAM. This ordinance had second reading. Council Member Adams made a motion to pass the ordinance, seconded by Council Member Taylor. The ordinance passed by a roll call vote of eight ayes. RESOLUTIONS RESOLUTION NO. 563 -77 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND SUPPORTING THE DEVELOPMENT OF A DOWNTOWN URBAN MALL. WHEREAS, The City of South Bend has embarked upon the development and revitalization of the South Bend central Business District; and WHEREAS, local developers have shown an interest in developing a downtown urban mall within the South Bend Central Business District; and WHEEREAS, during the development of a downtown urban mall it may become necessary for the public sector to participate by providing services or facilities; and WHEREAS, such a downtown urban mall would be advantageous to the future growth and develop- ment of the City of South Bend; and WHEREAS, the success of any such project requires total community participation and support;) and WHEREAS, the Common Council of the City of South Bend is interested in promoting developmen of the Central Business District, NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana: SECTION I. That the Common Council of the City of South Bend supports and is in favor of the development of a downtown urban mall within the Central Business District of the City of South Bend. SECTION II. This resolution shall be in full force and effect immediately upon its passage by the Common Council of the City of South Bend, Indiana. Is/ Mary Christine Adams /s /Water T. Kopczynski /s /Terry S. Dombrowski A public hearing was held at this time on the resolution. Council Member Taylor indicated that the South Bend Common Council has always been totally in favor of doing everything in its power to help revitalize downtown South Bend. He indicated this resolution was affirmation of their support. Council Member Kopczynski indicated that he also supported the development of downtown, but not at the expense of the outlying neighborhoods. Council Member Adams made a motion to ado) this resolution, seconded by Council Member Serge. Council President Parent indicated he support the resolution very strongly, but more discussion was needed regarding the loss of the Odd Fellov Building. He said he had reservations about tearing down such a building. The resolution was adopted by a roll call vote of eight ayes. RESOLUTION NO. 564 -77 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND AUTHORIZING THE EXPENDITURE OF $8,540.00 BY.THE DEPARTMENT OF HUMAN RESOURCES-AND ECONOMIC DEVELOPMENT/ DIVISION OF COMMUNITY DEVELOPMENT FOR THE PURCHASE OF AN URBAN STATISTICAL INFORMATION PACKAGE. STATEMENT OF PURPOSE AND INTENT: One of the tasks of the Department of Human Resources and Economic Development /Division of Community Development is the preparation and implementation of a comprehensive community develop- ment and improvement program. It is necessary to have available a variety of current and valid statistical data for hosuing, population, social, and economic conditions and trends to facilitat the preparation.of effective and efficient housing /neighborhood, social service, public works, ar park projects; and, to secure funding, through a grantsmanship process, for the implementation of these various projects. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The Department of Human Resources and Economic Development /Division of Com- munity Development is authorized to make an expenditure of $8,540.00 for the purchase of an urban statistical information package for the City of South Bend, entitled "Profiles of Change" from the R.L.
