REGULAR MEETING SEPTEMBER__27,___l9_76 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />ORDINANCE AN ORDINANCE APPROPRIATING $30,000.00 <br />FROM THE FEDERAL ASSISTANCE GRANT, COM- <br />MONLY REFERRED TO AS GENERAL REVENUE <br />SHARING FOR VARIOUS PUBLIC SAFETY PRO- <br />GRAMS, TO BE ADMINISTERED BY THE CITY <br />OF SOUTH BEND THROUGH ITS POLICE DEPART- <br />MENT. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Glenn Terry, Division Chief, made the pre- <br />sentation for the ordinance. He indicated this appropriation was to continue the Foot Patrol <br />Program. He indicated this would carry them until the end of the year and allow a specialized <br />coverage in high crime areas. Mr. Gene Evans, Executive Secretary of the Civic Planning Associa <br />tion, asked how this $120,000 for the year compared to last year. Mr. Michael Carrington, Ad- <br />ministrative Assistant to the Mayor, indicated it was the same. Mr. Evans asked if the program <br />was effective. Chief Terry indicated there was a slight decrease in crime. Mr. Lester Fox, of <br />REAL Services, indicated they had instituted a program to deal with older adult crime victims <br />and he had received cooperation from the Police Department and Glenn Terry. Council Member Serg <br />questioned the need for men in the downtown. Chief Terry said he would be glad to discuss the <br />areas covered by the foot patrol with Council Member Serge personally. Council Member Kopczynsk <br />questioned whether a man could give his best to the Police Department if they held a part -time <br />job. Chief Terry said he believed it was entirely possible for a man to work ten to twelve hour <br />in a given day, however, he said he would not want to do it over an extended period of time. <br />Council Member Kopczynski questioned the use of police uniforms and equipment being used on <br />part -time jobs. Chief Terry said this has been condoned for several years. <br />Council .President Parent made a motion that this ordinance be recommended to the Council favorab' <br />A discussion was held on the number of men on the force and why they were down seven men. Chief1 <br />Terry indicated they anticipated seven people going to the law enforcement academy and they will <br />be sworn in the second Tuesday in January. Council Member Taylor seconded the motion. The motif <br />carried. <br />Council;Member Miller made a motion to recess, seconded by Council Member Dombrowski. The meet- <br />ing was recessed at 9:00 p.m., and reconvened at 9:17 p.m. <br />ORDINANCE AN ORDINANCE APPROPRIATING $5,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT COMMONLY RE- <br />FERRED TO AS GENERAL REVENUE SHARING FOR <br />VARIOUS PUBLIC HEALTH AND SAFETY PROGRAMS, <br />TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND THROUGH THE BUREAU OF ENVIRONMENTAL <br />CONTROL. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the pre- <br />sentation for the ordinance. He indicated the City was faced with an extreme health problem <br />caused by an excessive population of rats, in the LaSalle Park area and in certain other areas o: <br />the City. He indicated the City, in cooperation with Health Department, is undertaking a major <br />clean -up and extermination project in this area to try and solve this problem. Mrs. Jane Swan, <br />2022 Swygart, indicated that the solution is going to have to be a tax supported trash pickup <br />service. Mr. David Wells, 5104 Bloomfield, indicated there was a section of town that did <br />have a City trash pickup and it worsened the problem with rats, because the rats moved in with <br />the people, so trash and rats do not necessarily go hand -in -hand. <br />Council Member Szymkowiak indicated he agreed that there should be a City pickup of trash. He <br />said the problem is caused by about ten percent of the citizens. He indicated he thought the <br />City should be tougher on violators. He made a motion that this ordinance be recommended fav- <br />orably to the Common Council, seconded by Council Member Dombrowski. The motion carried. <br />ORDINANCE AN ORDINANCE AMENDING CHAPTER 16, ARTICLE 2, <br />OF THE MUNICIPAL CODE OF THE CITY OF SOUTH <br />BEND, INDIANA, PERTAINING TO THE RULES AND <br />REGULATIONS OF THE BOARD OF PUBLIC WORKS <br />AND THE ADDITION OF AUTHORIZING THE TAKING <br />OF PROPOSALS FOR INSURANCE COVERAGE OF THE <br />CITY. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the pre- <br />sentation for the ordinance. He said this ordinance was to amend Ordinance No. 5957 -76. He <br />said they were presently using an insurance consultant, out of Chicago to put specifications <br />together, and in working with them he recommended this amendment. He said this would make it <br />easier to bid on this business. Council Member Kopczynski asked the amount of claims the in- <br />surance company paid in 1976 vs. the amount of premium. Mr. Mullen indicated he was at a loss <br />to tell him right now, however, he did have those figures in his office. Council Member Kopcyzn: <br />indicated he would like to know the figures. Council Member Adams indicated that on page two of <br />the insurance consolutant's letter it indicates the City may not have coverage in January, how- <br />ever, it was her understanding that the City is in its second year of a three year contract so <br />whatever happens there will be coverage. Mr. Mullen indicated that was correct. Council Member <br />Adams asked when they were going to be putting the specs out. Mr. Mullen indicated they were <br />out. Council Member Adams asked if the committee approved them and Mr. Mullen indicated they <br />had not approved them. Council Member Adams indicated she would like to propose an amendment <br />under part 1, to take out the word periodically and insert, each year. Council Member Horvath <br />indicated he did not think a company would want to submit a bid every nine months since it would <br />be expensive to prepare. Mr. Mullen agreed that it would be too much work and expense. <br />'y <br />
