REGULAR MEETING SEPTEMBER 27, 1976 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. James R. Seitz, Superintendent of Parks, made <br />the presentation for the ordinance. He said they were requesting certain accounts be reduced <br />by a total of $46,000, and this amount be transferred into other accounts. He said shortages <br />have occurred in the Park budget because of inflated prices; additional services such as added <br />lights; unforseen repairs to buildings and structures; an increase in insurance payments; higher <br />electric rates and underbudgeting in the 1976 budget. He said he felt the Park Department is <br />fortunate to have funds available in the Park budget that can be transferred from one account <br />to another and at this time does not require an additional appropriation for itsoperation. <br />Council President Parent made a motion that this ordinance be recommended to the Council favorabl <br />seconded by Council Member Dombrowski. The motion carried. <br />ORDINANCE AN ORDINANCE DECREASING VARIOUS ACCOUNTS <br />AS SET FORTH BELOW IN THE AMOUNT OF $50,000.00 <br />AND INCREASING ACCOUNT 321.0 "GASOLINE" IN THE <br />AMOUNT OF $50,000.00. ALL ACCOUNTS BEING WITHIN <br />THE BUREAU OF STREETS BUDGET OF THE MOTOR VEHICLE <br />HIGHWAY FUND OF THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the pre- <br />sentation for the ordinance. He said he was sure the Council was aware that each year for the <br />past three to four years the City has run out of money for gasoline used by City vehicles. He <br />indicated that this year instead of requesting Revenue Sharing they were asking for a transfer <br />within the Bureau of Streets budget. Council Member Dombrowski made a motion that this ordinance <br />be recommended to the Council favorably, seconded by Council Member Szymkowiak. Council Member <br />Adams said she would like to commend Mr. Gawrysiak for his good budget management, but she would <br />like to call upon the City to reduce the auto fleet then we will not need so much gasoline. The <br />motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $7,000.00 FROM THE <br />FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO <br />AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC <br />WORKS PROGRAMS TO BE ADMINISTERED BY THE CITY <br />OF SOUTH BEND THROUGH THE BUREAU OF BUILDING <br />MAINTENANCE (MSF). <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the pre- <br />sentation for the ordinance. He indicated this moneys would be used to repair the stand -by <br />generator at the Municipal Services Facility. He said this equipment is essential to maintaining <br />communications, lights and heat, in that facility during storm conditions which knock out power <br />sources. Mr. Gene Evans, Executive Secretary of the Civic Planning Association questioned the <br />fact that the letter indicated replacement and Mr. Mullen in his presentation had indicated it <br />would be repaired. Mr. Mullen indicated it would be repaired not replaced. Mr. Evans questioned <br />how much use the generator received in a year's time. Mr. Mullen indicated that about two weeks <br />ago a truck hit the lines and the Fire Department was without power for several hours and they <br />could not let this situation recur. Council Member Kopczynski asked the price of a new generator <br />Mr. Paszli, MSF Manager, indicated it would cost approximately $30,000 to $40,000 to replace the <br />generator. Council Member Kopczynski asked the kilowatt of the generator. Mr. Paszli indicated <br />it was 200. He indicated they were presently renting a generator with 125 kilowatts and it was <br />costing $125 a day. Council Member Serge made a motion that this ordinance be recommended to the <br />Council favorably, seconded by Council Member Taylor. The motion carried. <br />ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF $1,300.00 <br />FROM VARIOUS ACCOUNTS WITHIN THE BUREAU OF <br />COMMUNICATIONS BUDGET TO ACCOUNT 370.0 "OTHER <br />SUPPLIES" WITHIN THE BUREAU OF COMMUNICATIONS <br />BUDGET. ALL ACCOUNTS BEING WITHIN THE GENERAL <br />FUND OF THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. John Hunt, Director of the Bureau of Com- <br />munications made the presentation for the ordinance. He indicated that the warranties on the <br />Police Department portables have expired and on a critical component the cost is $46.50. He <br />said in the future this component will have to be purchased through his department. He said <br />lightning had hit the Sample Street antenna and caused considerable damage. Council President <br />Parent made a motion that this ordinance be recommended to the Council favorably, seconded by <br />Council Member Kopczynski. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $10,000 FROM THE <br />FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING FOR VARIOUS <br />PUBLIC SAFETY PROGRAMS, TO BE ADMINISTERED <br />THROUGH THE DEPARTMENT OF PUBLIC WORKS OF <br />THE CITY OF SOUTH BEND. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. He said this was required in order to prevent damage to the build- <br />ing. Council Member Dombrowski made a motion that this ordinance be recommended to the Council <br />favorably, seconded by Council Member Miller. Council President Parent said that at the last <br />meeting he said he would not vote for any Public Works Programs, however, since then he feels <br />that maybe something will be done with the intersection of Crestwood - Edison - Rockne, so he intende <br />to vote. Council Member Kopczynski asked if this was the first of the direct operation costs <br />for Century Center. Mr. Mullen indicated it was. Council Member Kopczynski asked if there would <br />be a running account for the Century Center. Mr. Mullen indicated they would submit a budget the <br />same as any other department. Council Member Adams asked if the Hotel -Motel Tax Board was going <br />to contribute anything toward the heating. Mr. Mullen indicated he was working on this. The <br />motion carried with Council Member Horvath opposing. <br />
