REGULAR MEETING SEPTEMBER 27, 1976 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />Council President Parent indicated that there was a procedure established earlier this year and <br />it would be his suggestion that the Council did not pass this ordinance, but rather that Council <br />wait until next year and take a look at the thing again. Council President Parent made a motion <br />that this ordinance be recommended unfavorably to the Council, seconded by Council Member Dom- <br />browski. Council Member Miller wanted to know if there was any guarantee there would be insurance <br />next year. Council Member Adams said that if we do not receive any bids for insurance January 1 <br />we still have a policy with our current carrier which covers that period of time. Our present <br />carrier must insure us but it does not say at what rate. Kathy Cekanski, Council attorney, asked <br />Mr. Mullen if the specifications had been filed with the Clerk of the Board of Public Works. Mr. <br />Mullen indicated they had not been filed, but were in the process. Council President Parent in- <br />dicated that if this ordinance was passed they would negate the previous ordinance. Council Membe <br />Adams indicated she would like to propose that the insurance specifications committee hold a <br />meeting this week and report back to the Council. She asked Council President Parent to withdraw <br />this motion, he agreed to withdraw, and Council Member Dombrowski withdrew his second. Council, <br />Member Adams then made a motion that the insurance specifications committee hold a meeting this <br />week and report back to the Council with their findings, and she would recommend this be tabled <br />until October 11, 1976, seconded by Council Member Taylor. The motion carried. <br />ORDINANCE AN _,ORDINANCE APPROPRIATING $22,000 FROM THE <br />FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO <br />AS GENERAL REVENUE SHARING, FOR VARIOUS POLICE <br />EQUIPMENT, TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH ITS BUREAU OF POLICE PRO- <br />TECTION. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Glenn Terry, Division Chief made the pre- <br />sentation for the ordinance. He indicated the wounding of Cpl. Maurice Woods has precipitated <br />a desire to purchase bullet resistant vests. He indicated the anticipated cost may be as high <br />as $135.00 each. He indicated they have a balance of $6,000 in their 540 account of which $5,000 <br />could be used toward this purpose. He indicated there would be a surplus in the 110 account avai: <br />able for transfer to make up the $27,000. Mr. Gene Evans, Executive Secretary of the Civic Plan- <br />ning Association indicated he had hoped to hear that this matter had originated with the police <br />officers. He said that if this was the request of the individual officers we would have some in- <br />dication that the $22,000 being spent on vests was for a good cause and they would be worn. Chie: <br />Terry said they ran a questionnaire and practically one hundred percent feel body armor should be <br />available in our department. <br />Mrs. Jane Swan, 2022 Swygart, asked if they had any idea how much the treatment for Corporal Wood! <br />was going to cost. Chief Terry said he would venture to say the cost was going to exceed $22,000 <br />and he thought this was a small amount to pay for future protection. Council President Parent in- <br />dicated that the Council wanted every officer who wanted a vest to have one. He said the Council <br />did not want to be placed in a situation where any officer did not have a vest. He said he would <br />like to receive a signed statement from each man who did not want one. Council President Parent <br />made a motion that this ordinance be recommended favorably to the Council, seconded by Council <br />Member Dombrowski. The motion carried. <br />ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS <br />FROM THE MOTOR VEHICLE HIGHWAY FUND IN THE <br />AMOUNT OF $9,000.00 TO ACCOUNTS 323.0 TIRES, <br />AND 726.0 OTHER EQUIPMENT, BOTH ACCOUNTS <br />BEING WITHIN THE BUREAU OF STREETS OF THE <br />MOTOR VEHICLE HIGHWAY FUND. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op= <br />ponents were given an opportunity to be heard. Mr. Joe Gawrysiak, Street Commissioner, made the <br />presentation for the ordinance. He said he was requesting the transfer of $6,000, which was <br />money received from removal of the railroad tracks from Bendix and Westmore into account 726.0 <br />which is eighty percent spent. He said the money will be used for snow blades, grader blades, bo <br />nuts, and other miscellaneous items. Council Member Miller made a motion to recommend this ordin <br />favorably to the Council, seconded by Council Member Taylor. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $36,000 FROM THE <br />FEDERAL ASSISTANCE GRANT COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING FOR VARIOUS <br />PUBLIC SAFETY PROGRAMS, TO BE ADMINISTERED <br />BY THE CITY OF SOUTH BEND THROUGH THE BUREAU <br />OF SUBSTANDARD BUILDINGS. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the pre- <br />sentation for the ordinance. He said these funds will be used to speed up the City's attack on <br />sub - standard properties. He said that based on present costs this will allow tle city to let <br />contracts on about forty -eight structures. He said this additional money will allow the City to <br />direct its attention to those problems which are not in the target areas for Community Development <br />funds. Council President Parent made a motion to recommend this ordinance favorably to the Counc_ <br />seconded by Council Member Dombrowski. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF $46,000.00 <br />FROM THE CUMULATIVE SEWER BUILDING AND SINKING <br />FUND TO THE GENERAL IMPROVEMENT FUND. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. David Wells, Manager of the Bureau of Design <br />and Administration, made.the presentation for the ordinance. He asked that the ordinance be <br />amended to indicate $17,234.18 for Crest Manor Sanitary Sewer and $24,630.10 for Homeland Sani- <br />tary Sewer for a total of $41,964.28, and the $41,864.28 be indicated as the total appropriation <br />throughout the ordinance. A motion was made by Council President Parent to amend the ordinance, <br />seconded by Council Member Dombrowski. The motion carried. Mr. Wells indicated that constructio <br />
