REGULAR MEETING NOVEMBER 10, 1975 <br />REGULAR MEETING - RECONVENED (CONTINUED) <br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 5766 -74, <br />COMMONLY KNOWN AS AN ORDINANCE APPROPRIATING <br />MONEYS FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF THE SOUTH BEND MUNICIPAL WATER <br />WORKS OF THE CITY OF SOUTH BEND, INDIANA, <br />FOR THE FISCAL YEAR BEGINNING JANUARY 1, <br />1975, AND ENDING DECEMBER 31, 1975. <br />This ordinance had first reading. Councilman Kopczynski made a motion to set the ordinance for <br />public hearing and second reading on December 15, 1975, seconded by Councilman Taylor. There was <br />a brief discussion on whether or not December 15th would be too late in the year for action on <br />the ordinance, after which Councilman Kopczynski withdrew his motion and Councilman Taylor with- <br />drew his second to that motion. Councilman Miller then made a motion to set the ordinance for <br />public hearing and second reading on November 24, 1975, seconded by Councilman Kopczynski. The <br />motion carried. <br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4207 <br />ENTITLED "AN ORDINANCE AUTHORIZING THE <br />INCREASE OF SEWAGE CHARGES TO ALL USERS <br />OF CITY SEWER SERVICE OR CITY WATER SERVICE <br />FOR THE PURPOSE OF REPAIR AND /OR REPLACEMENT <br />OF WATER SERVICE LINES, SHUT -OFF BOXES AND <br />WATER METER MANHOLES (AS AMENDED) ". <br />This ordinance had first reading. Councilman Kopczynski made a motion to set the ordinance for <br />public hearing and second reading on December 15, 1975, seconded by Councilman Horvath. The <br />motion carried. <br />ORDINANCE AN ORDINANCE TRANSFERRING $38,129.85 IN <br />THE GENERAL PARK FUND. ALL TRANSFERS ARE <br />BEING MADE IN VARIOUS BUDGET CLASSIFICATIONS <br />WITHIN THE GENERAL PARK FUND. <br />This ordinance had first reading. Councilman Miller made a motion to set the ordinance for public <br />hearing and second reading on November 24, 1975, seconded by Councilman Kopczynski. The motion <br />carried. <br />ORDINANCE NO. 5913 -75 AN ORDINANCE TRANSFERRING THE SUM OF <br />$32,800.00 BETWEEN VARIOUS ACCOUNTS IN THE <br />DEPARTMENT OF ADMINISTRATION AND FINANCE, <br />ALL ACCOUNTS BEING WITHIN THE GENERAL FUND, <br />CITY OF SOUTH BEND, INDIANA. <br />This ordinance had first reading. Councilman Nemeth made a motion to suspend the rules and take <br />action on the ordinance, seconded by Councilman Newburn. The motion carried by a roll call vote <br />of nine ayes (Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn. <br />and Parent). The ordinance then had second reading. Mr. Michael Vance, Chief Deputy Controller, <br />indicated that, included in the transfers, an amount of $1,200 was needed to cover the increase i <br />postage costs. The largest portion would be transferred to the insurance. He explained that the <br />city's liability insurance, motor vehicle insurance, collision insurance, and any extra insurance <br />such as activity insurance on River Bend Plaza was involved. An adjustment was made in the <br />liability insurance rates after the 1975 budget had been adopted. He stated that the same proble: <br />would be encountered in 1976 with the budget. Councilman Kopczynski wondered about the equipment <br />that would be insured. Mr. Vance indicated that eight Mack trucks were purchased by the city on <br />a lease - purchase type of agreement. He stated that the insurance was required by the bank. <br />Councilman Kopczynski indicated that the Council had been told this insurance would not be necess <br />and now a transfer was needed. Mr. Vance indicated that the administration had been under the <br />impression in the past that the insurance was not needed. Councilman Kopczynski wondered if all <br />the fire trucks had been paid for, and Mr. Vance indicated that he thought all the trucks were <br />paid for and the insurance was not required. Councilman Miller made a motion to pass the <br />ordinance, seconded by Councilman Serge. The ordinance passed by a roll call vote of nine ayes <br />(Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn and Parent). <br />ORDINANCE AN ORDINANCE APPROPRIATING $15,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, <br />FOR VARIOUS PUBLIC WORKS PROGRAMS, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND <br />THROUGH ITS DEPARTMENT OF PUBLIC WORKS. <br />This ordinance had first reading. Councilman Kopczynski made a motion to set the ordinance for <br />public hearing and second reading on December 15, 1975, seconded by Councilman Taylor. The moti <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$5,000.00 TO ACCOUNT 260.0, "OTHER <br />CONTRACTUAL SERVICES ", AND $7,000.00 TO <br />ACCOUNT 370.0, "OTHER SUPPLIES ", WITHIN <br />THE BUDGET OF THE BUREAU OF SANITATION, <br />ALL ACCOUNTS BEING WITHIN THE SEWAGE WORKS <br />GENERAL FUND OF THE CITY OF SOUTH BEND, <br />INDIANA. <br />This ordinance had first reading. Councilman Horvath made a motion to set the ordinance for publ <br />hearing and second reading on December 15, 1975, seconded by Councilman Kopczynski.
