'3 <br />REGULAR MEE' -I NOVEMBER 10, 1975 <br />REGULAR MEETING — RECONVENED (CONTINUED) <br />ORDINANCE NO. 5914 -75 (CONTINUED) <br />BEING WITHIN THE GENERAL FUND, CITY OF <br />SOUTH BEND, INDIANA. <br />This ordinance had first reading. Councilman Taylor made a motion to suspend the rules and take <br />action on the ordinance, seconded by Councilman Kopczynski. The motion carried by a roll call vot( <br />of nine ayes (Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn <br />and Parent). The ordinance then had second reading. Councilman Serge made a motion to pass the <br />ordinance, seconded by Councilman Nemeth. The ordinance passed by a roll call vote of nine ayes <br />(Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn and Parent). <br />ORDINANCE NO. 5915 -75 AN ORDINANCE TRANSFERRING THE SUM OF $60.00 <br />BETWEEN VARIOUS ACCOUNTS IN THE HUMAN RIGHTS <br />COMMISSION FUND, ALL ACCOUNTS BEING WITHIN <br />THE HUMAN RIGHTS COMMISSION FUND, CITY OF <br />SOUTH BEND, INDIANA. <br />This ordinance had first reading. Councilman Miller made a motion to suspend the rules and take <br />action on the ordinance, seconded by Councilman Kopczynski. The motion carried by a roll call vot <br />of nine ayes (Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn <br />and Parent). The ordinance then had second reading. Councilman Kopczynski wondered why the <br />transfer was needed. Mr. Michael Vance, Chief Deputy Controller, stated that he thought the funds <br />were needed for attendance at a conference. Councilman Miller made a motion to pass the ordinance <br />seconded by Councilman Nemeth. The ordinance passed by a roll call vote of six ayes (Councilmen <br />Serge, Miller, Taylor, Horvath, Nemeth and Newburn) and three nays (Councilmen Szymkowiak, <br />Kopczynski and Parent). <br />ORDINANCE NO. 5916 -75 AN ORDINANCE TRANSFERRING THE SUM OF <br />$7,100.00 BETWEEN VARIOUS ACCOUNTS IN THE <br />BUREAU OF FIRE PROTECTION, ALL ACCOUNTS <br />BEING WITHIN THE GENERAL FUND, CITY OF <br />SOUTH BEND, INDIANA. <br />This ordinance had first reading. Councilman Miller made a motion to suspend the rules and take <br />action on the ordinance, seconded by Councilman Szymkowiak. The motion carried by a roll call vote <br />of nine ayes (Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn <br />and Parent). The ordinance then had second reading. Councilman Kopczynski wondered if any major <br />parts for repairs were being purchased because of the transfer. Mr. Michael Vance, Chief Deputy <br />Controller, indicated that he did not know. Mr. James Barcome, City Controller, indicated that <br />nothing major would be purchased--only incidental items. Councilman Miller made a motion to pass <br />the ordinance, seconded by Councilman Serge. The ordinance passed by a roll call vote of nine <br />ayes (Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn and Parent <br />NEW BUSINESS <br />Councilman Newburn made a motion to schedule one regular Council meeting in December, to be held of <br />Monday, December 15, 1975, seconded by Councilman Serge. The motion carried. Council President <br />Parent indicated that the time of the meeting would be determined at ,a later date. <br />Councilman Horvath made a motion to start the November 24th regular meeting at 6:00 p.m., rather <br />than 7 :00 p.m., seconded by Councilman Kopczynski. The motion carried. <br />Councilman Taylor asked about the status of the leaf pick -up program for the City of South Bend. <br />He felt there was some confusion on which streets were being cleaned and on what days this was beir <br />done. Mr. Rollin Farrand, Director of the Department of Public Works, indicated that the heavier <br />areas of the city had been covered at least once and hopefully more trips would be made, depending) <br />upon the weather. Councilman Taylor wondered if there was a schedule for certain areas regarding <br />pickup. It was indicated that a schedule had been published in the newspaper. Councilman Taylor <br />felt some areas were not being covered. Councilman Kopczynski indicated that, in his area, a good <br />leaf pickup program was utilized. He credited Mr. Joseph Gawrysiak, the foreman in that area, for <br />this. He suggested that the councilmen check with their area foremen concerning leaf pickup. <br />Councilman Miller felt more equipment was needed and he recommended that this be accomplished in <br />1976 He indicated that the citizens in his district had requested that the total program and <br />schedule be published so that ample time would be given for raking and bagging, etc. He <br />acknowledged that leaf pickup was a difficult thing. <br />There being no further business to come before the Council, unfinished or new, Councilman Taylor <br />made a motion to adjourn, seconded by Councilman Kopczynski.
