I V7 <br />REGULAR MEETING JULY 13, 1981 <br />RESOLUTION NO. 894 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA URGING THE ST. JOSEPH COUNTY BOARD OF COMMIS- <br />SIONERS, AND OTHER INVOLVED AGENCIES, TO CONTINUE TO MAKE <br />ALL NECESSARY REPAIRS TO MAKE THE OLIVE- SAMPLE INTERSECTION <br />SAFE FOR VEHICULAR AND PEDESTRIAN TRAFFIC WHILE THE RAILROAD <br />SEPARATION AND STREET INTERCHANGE PROJECT IS PENDING. <br />WHEREAS, the South Bend Common Council adopted Resolution No. 532 -76, urging the <br />St. Joseph County Board of Commissioners to continue negotiations with the Indiana <br />State Highway Commission on the Olive - Sample Streets Railroad Separation and Street <br />Interchange Project. <br />WHEREAS, Resolution No. 532 -76 requested all involved agencies to proceed ahead <br />on the Olive- Sample Project with "all deliberate speed." <br />WHEREAS, the Olive - Sample Project is still pending yet hundreds of motor vehicles <br />travel this intersection on a daily basis. <br />WHEREAS, the South Bend Common Council urges all governmental bodies and persons <br />charged with the maintenance of his heavily travelled intersection, to make all proper <br />and necessary repairs to enable safe travel along this intersection and railroad cros- <br />sing while the project is pending. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, <br />Indiana: <br />SECTION I. That the St. Joseph County Board of Commissioners and other govern- <br />mental agencies and persons charged with the maintenance of the Olive - Sample Street <br />Railroad intersection, make all proper and necessary repairs to enable safe travel <br />along this heavily used intersection. <br />SECTION II. That the Common Council of the City of South Bend urges all con- <br />cerned agencies and persons to continue to move ahead with the Olive - Sample Streets <br />Railroad Separation and Street Interchange Project, a most needed project for our <br />community. <br />SECTION III. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approved by the Mayor. <br />/s/ Beverlie Beck <br />Member of the Common Council <br />/s /Raymond C. Zielinski <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Member Zielinski <br />read parts of resolution. He indicated the repair of this crossing was needed. Pat <br />Miller, 2213 Lincoln Way West, indicated she was against building the overpass at this <br />time. Michael McFarland, 1733 O'Brien, indicated this was 'a very dangerous inter- <br />section. Council Member Zielinski made a motion to adopt this resolution, seconded by <br />Council Member Szymkowiak. The resolution was adopted by a roll call vote of nine <br />ayes. <br />BILLS, FIRST READING <br />BILL NO. 65 -81 A BILL APPROPRIATING $3,720,500.00 FROM THE COMMUNITY DE- <br />VELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE <br />CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGEN- <br />CIES, FOR THE PROGRAM YEAR BEGINNING JULY 7, 1981 AND ENDING <br />JULY 6, 1982, TO BE ADMINISTERED THROUGH THE DIVISION OF <br />COMMUNITY DEVELOPMENT. <br />This bill had first reading. Council Member Voorde made a motion to set this bill for <br />public hearing and second reading July 27, and refer it to the Human Resources and <br />Economic Development Committee, seconded by Council Member Beck. The motion carried. <br />BILL NO. 66 -81 A BILL APPROPRIATING $320,000.00 FROM THE SECTION 108 LOAN <br />GUARANTEE PROGRAM OF THE HOUSING AND COMMUNITY DEVELOPMENT <br />ACT OF 1974, AS AMENDED, FOR ACQUISITION, RELOCATION AND <br />CLEARANCE ACTIVITIES IN THE EAST BANK AND MONROE- SAMPLE <br />DEVELOPMENT AREAS, TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND THROUGH THE DEPARTMENT OF REDEVELOPMENT. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />public hearing and second reading July 27, seconded by Council Member Crone. The <br />motion carried. <br />BILL NO. 67 -81 A BILL APPROPRIATING $37,000.00 FROM THE WATER WORKS DEPREC- <br />IATION FUND FOR THE MODIFICATION OF PUMPING FACILITIES IN <br />THE SOUTH FIELD AND APPROVING THE AWARD OF A CONTRACT FOR <br />SAID MODIFICATION BETWEEN THE BOARD OF WATER WORKS COMMIS- <br />SIONERS AND MORSE ELECTRIC COMPANY. <br />This bill had first reading. Council Member Voorde made a motion to set this bill for <br />public hearing and second reading July 27, seconded by Council Member Crone. The <br />motion carried. <br />
