6City of South Bend » Safe Routes to School » Construction Inspection <br />MAINTENANCE OF TRAFFIC <br />Challenge <br />In many locations sidewalk and ramps will be replaced on both sides of the street. Pedestrian detour routes will be changed frequently to <br />accommodate ongoing construction as work often progresses one block at a time. <br />Solution <br />DLZ will request and review the contractor’s schedule early to verify construction is sequenced in accordance with the project plans and <br />Contract Information Book. Our team will closely monitor pedestrian detours to confirm they are set up correctly, maintained during <br />construction, and efficiently moved to the next location. <br />Pedestrian traffic will be routed to one side while the opposite side is under construction <br />SITE CONSIDERATIONS & <br />CHALLENGES <br />After a recent site visit, we have a thorough understanding of the <br />requirements of this project and the City’s expectations. With <br />a targeted November 2025 letting date, DLZ anticipates that <br />construction activities will begin in the Spring of 2026 and should <br />be complete prior to school beginning in August. <br />Our experience on similar projects tells us that the “best laid plans <br />often go awry.” Even with the most thorough project planning and <br />scrutinized design, unknown conditions can arise and must be <br />addressed. Identifying these risks early, being prepared to act, <br />and having a direct link to design resources will allow us to quickly <br />identify, evaluate, and implement and necessary field changes. <br />SCHOOL DROP-OFF AND PICK-UP <br />Challenge <br />Construction near schools will always present challenges due to <br />construction conditions and the curiosity of kids. Closely following <br />the Maintenance of Traffic plans, providing clearly defined <br />pedestrian detours, and maintaining a safe construction area will <br />be important to the overall safety of everyone. <br />Solution <br />Though direct impacts to Kennedy Academy will be minor during <br />construction, walking along the Goodland Avenue, Bertrand Street, <br />Freemont Street and N. Johnson Street corridors will impact <br />children walking to Kennedy Academy. Steve Menis will meet with <br />school officials at Kennedy Academy to discuss areas that will be <br />under construction and allow the school to address safety and <br />staying away from the work areas with the students. <br />Safe walking routes will be maintained for <br />Kennedy Academy
