Public Safety <br />Although police statements report that visitors to the South <br />Gateway area are as safe as anywhere in South Bend, the <br />topics of adult businesses and public safety arose at every <br />public meeting and interview. Because this issue so <br />dominates discussion, it is important for the Steering <br />Committee and its successor organization to make a highly <br />publicized, aggressive effort to create a safe environment. <br />Since the perception of safety is influenced by the cleanliness <br />of the area and occupancy rates, progress on the appearance <br />and recruitment efforts will improve the safety perception. <br />Concurrent with that progress, the Steering Committee needs <br />to create an accurate picture of incidents and their resolution. <br />There also needs to be a dialog with the owners of problem <br />buildings so those owners come to understand that the <br />emphasis on cleanliness and incident control is not temporary <br />but will continue forever just like the other area management <br />programs. <br />South Gateway is fortunate to have the highly respected <br />Center for the Homeless within its boundaries. The Centers <br />innovative programs are a national model that should also <br />influence the local area.
