James Mullins, vice president <br />of West Washington - Chpain Revitalization Project, indicated members and city <br />representatives worked as a team during the past year to development the preliminary <br />plan. Neil Gilbert, 720 W. Washington, a member of WWCRP, spoke in favor of this <br />target area. Carl Works, South Bend Metal, expressed support for this proposed <br />plan. Carl Ellison, 1740 Hass Drive, indicated it may take many years to complete <br />the development plan. Joseph Guentert, 3510 Corby, spoke against the resolution. <br />He indicated that Central High School should be rehabilitated for a central <br />kindergarten. Bobby Newbill, 1231 W. Washington; James Cronk, 702 E. LaSalle; Ken <br />Donnelly, 2605 Frederickson, spoke against the resolution. Council Member Braboy <br />made a motion to adopt the resolution, as amended, seconded by Council Member <br />Barcome. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1555 -87 A RESOLUTION OF THE SOUTH BEND COMMON COUNCIL <br />EXPRESSING ITS CONCURRENCE WITH THE PARK BOARD'S <br />COMMITMENT FOR LEASE OF PROPERTY TO INDIANA UNIVERSITY <br />AT SOUTH BEND. <br />WHEREAS, the Board of Park Commissioners of the Park District of the City of <br />South Bend (Park Board) at its November 19, 1987, meeting adopted a resolution <br />indicating its willingness to lease property owned by the Park Board at 1733 East <br />Northside Boulevard, South Bend, Indiana (Property) to Indiana University at South <br />Bend (IUSB) in order to accomodate the Purdue state -wide technology programs <br />currently located at the IUSB campus; and <br />WHEREAS, the South Bend Common Council supports the action of the Park Board in <br />determining such use to be appropriate for the Property in the interest of the <br />citizens of South Bend. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council, as follows: <br />SECTION 1. The Common Council hereby expresses its concurrence with the action <br />of the Park Board as expressed by its resolution adopted November 19, 1987, that the <br />Property be leased to the State of Indiana for the use of IUSB in order for IUSB to <br />accommodate the Purdue state -wide technology programs currently located at the IUSB <br />campus. <br />SECTION II. The Park Board resolution is attached to this resolution as Exhibit <br />A and adopted herein by reference. <br />SECTION III. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. James Seitz, <br />Superintendent of Parks, indicated the Park Board has no plans to use the Reserve <br />Center building and land would would support the effort of IUSB to relocate to the <br />property the Purdue Statewide Technology Programs currently located on the IUSB <br />campus. He indicated the Park Board feels that use of the said property would be in <br />the best interests of the citizens of South Bend. Council Member Barcome made a <br />motion to adopt this resolution, seconded by Council Member Zakrzewski. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing December 7, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Barcome. The motion carried. <br />BILL NO. 125 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST <br />NORTH -SOUTH ALLEY WEST OF KESSLER BOULEVARD, RUNNING SOUTH FROM <br />MCCARTNEY STREET FOR A DISTANCE OF APPROXIMATELY 128 FEET TO THE <br />FIRST INTERSECTING ALLEY, LYING BETWEEN LOTS 64 AND 65 OF THE <br />NORTHWEST 2ND ADDITION TO THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />second reading and public hearing December 7, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Barcome. The motion carried. <br />BILL NO. 126 -87 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN <br />AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, FOR <br />PROPERTY LOCATED AT 1406 -1412 SOUTH BEND AVENUE. <br />This bill had first reading. Council Member Taylor made a motion to refer this bill <br />to Area Plan, seconded by Council Member Barcome. The motion carried. <br />
