57 <br />APRIL 1 31987 <br />WHEREAS, the South Bend Housing Authority is the applicant for a grant from the <br />United States Department of Housing and Urban Development; and <br />WHEREAS, the receipt of Section 8 Vouchers will enable the South Bend Housing <br />Authority to provide additional housing opportunities to Section 8 eligible persons. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA: <br />SECTION I. The Common Council hereby establishes the authority of the South <br />Bend Housing Authority to submit a grant application to the United States Department <br />of Housing and Urban Development for funding for Section 8 Vouchers to be used under <br />a Self Sufficiency Program, to be administered through the South Bend Housing <br />Authority. <br />SECTION II. This resolution shall be in full force and effect from and after <br />its passage by the Common council and approval by the Mayor. <br />/s/ Joseph T. Alonzo Watson, Executive <br />Director of the Housing Authority, indicated that HUD has notified the Housing <br />authority that they are currently accepting applications for Section 8 vouchers with <br />priority given to those Authorities who will use the vouchers in a Self- Sufficiency <br />program. He indicated at the present time there is a waiting list that consists of <br />over seven hundred and fifty clients. He indicated that as part of the application <br />procedure it is necessary to receive approval of the City Council. Council Member <br />Beck made a motion to adopt this resolution, seconded by Council Member Zakrzewski. <br />The resolution was adopted by a roll call vote of eight ayes. <br />RESOLUTION NO. 1495 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA AUTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH ST. JOSEPH COUNTY, INDIANA AND THE TOWN <br />OF NEW CARLISLE, INDIANA FOR THE PURPOSE OF <br />CONSTRUCTION AND MAINTENANCE OF AN ACCESS ROAD AND <br />WATER AND SEWER SYSTEMS. <br />WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of <br />the City; and <br />WHEREAS, the City of South Bend will benefit from the location of a large steel <br />plant to be constructed in western St. Joseph County by I/N Tek. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA AS FOLLOWS: <br />Section I. That the Mayor of the City of South Bend is hereby authorized to <br />enter into the attached Agreement with St. Joseph County and New Carlisle under the <br />Interlocal Cooperation Act, I.C. 36 -1 -7 -1 et sec. <br />Section II. This resolution shall be in full force and effect from and after <br />its passage by the Common council and its approval by the Mayor. <br />/s/ Joseph T. Mayor Parent indicated <br />that as part of a cooperative effort, the City will handle the sewage from the <br />plant. He indicated that to facilitate the building of the sewer systems, a joint <br />board will be set up under an Interlocal Agreement. He indicated that all monies <br />for the construction will be provided by St. Joseph County from monies received from <br />the State of Indiana. Irene Mutzl, 320 Parkovash, spoke in favor of this <br />resolution. Council Member Barcome made a motion to adopt this resolution, seconded <br />by Council Member Beck. The resolution was adopted by a roll call vote of eight <br />ayes. <br />BILLS. FIRST READING <br />BILL NO. 23 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 3502 <br />LINCOLN WAY WEST, IN THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Puzzello made a motion to refer this <br />bill to Area Plan, seconded by Council Member Barcome. The motion carried. <br />BILL NO. 24 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: ALL OF HIGH <br />STREET LYING SOUTH OF THE SOUTH LINE OF HAWBAKER STREET, ALSO, <br />ALL OF BOWEN STREET LYING WEST OF A POINT 480 FEET WEST OF THE <br />WEST LINE OF MIAMI STREET. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />second reading and public hearing May 11, 1987, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Barcome. The motion carried. <br />
