T <br />REGULAR MEETING APRIL 13 1987 <br />SECTION I. That the license applications for the following be approved based <br />upon the satisfactory review of the properties by the Department of Code Enforcement <br />and the Fire Department Prevention Bureau, inspections having been made in March <br />1987, and subsequent favorable recommendation by the Board of Public Works: <br />Boliden- Metech, Inc. <br />455 N. Sheridan <br />SECTION II. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Serge <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Pat DeClercq, Director of <br />Code Enforcement, indicated these properties were inspected and met requirements. <br />Council Member Zakrzewski indicated Metal Resources at 3113 S. Gertrude has not been <br />in operation, and Sturgis Iron and Steel Trucks were seen at that location. He made <br />a motion to remove Metal Resources from this resolution, until a determination was <br />made as to who was operating at this location, seconded by Council Member Beck. The <br />motion carried. Council Member Voorde made a motion to adopt this resolution, as <br />amended, seconded by Council Member Barcome. The resolution was adopted by a roll <br />call vote of eight ayes. <br />RESOLUTION NO. 1493 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND RECOMMENDING THAT COUNCIL APPROVAL BE SOUGHT ON <br />ALL MATTERS INVOLVING PRIVATIZATION. <br />WHEREAS, the Common Council acknowledges that numerous studies and surveys have <br />been conducted nationally on the topic of privatization; and <br />WHEREAS, House Bill No. 1881 which would have provided municipalities with <br />expanded opportunities to cooperate with the private sector in providing public <br />services was defeated in the House by a vote of 47 -51; and <br />WHEREAS, the overall concept of privatization should be thoroughly and <br />comprehensively reviewed at the City level; and <br />WHEREAS, the Council believes that the short -term and long -term goals and <br />effects of privatization should be openly discussed and weighed. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The Common Council believes that the City should continue to study <br />the concept of privatization and weight the overall goals and objectives on specific <br />types of City services and projects. <br />SECTION II. The Common Council therefore recommends, before any further items <br />be considered for privatization, that the City Administration seek the formal <br />approval of the Common Council through an appropriate Resolution. <br />SECTION III. Council Member Voorde <br />indicated that the City Administration and the Common Council have had preliminary <br />meetings on the overall topic of privatization, however, in the light of the fact <br />that the City is currently in the process of procuring bids on certain items such as <br />the parking garages, further discussion is necessary on this topic before proceeding <br />ahead in other areas. He indicated the short -term and long -term goals and effects <br />of privatization must be openly discussed and evaluated in order to determine what <br />is truly in the best interests of our taxpayers. Irene Mutzl, 320 Parkovash, <br />president of Fair Tax, indicated they supported adoption of this resolution. Craig <br />Hartzer, Deputy Mayor, spoke against adoption of this resolution. Council Member <br />Beck made a motion to adopt this resolution, seconded by Council Member Barcome. <br />The resolution was adopted by a roll call vote of eight ayes. <br />RESOLUTION NO. 1494 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE SOUTH BEND HOUSING <br />AUTHORITY TO SUBMIT AN APPLICATION TO THE UNITED STATES <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR SECTION <br />8 VOUCHERS IN A SELF SUFFICIENCY PROGRAM. <br />
