FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> NA-25 Disproportionately Greater Need: Housing Cost Burdens - 91.405, <br /> 91.205 (b)(2) <br /> Assess the need of any racial or ethnic group that has disproportionately greater need in comparison to the <br /> needs of that category of need as a whole. <br /> Introduction <br /> During the planning process for the preparation of this Five-Year Consolidated Plan, an evaluation and <br /> comparison was made to determine if any racial or ethnic group is disproportionately affected by housing <br /> problems in the City and County. Disproportionately greater need is defined as a group having at least 10 <br /> percentage points higher than the percentage of persons as a whole. <br /> The greatest housing problem facing St. Joseph County is the lack of quality affordable housing and the <br /> fact that many of the City and County's lower income households are paying more than 30%of their total <br /> household income on housing related costs.
