FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> The local economy in the County has been expanding with new development occurring in the <br /> Western Portion. However, this growth requires a skilled and trained workforce. This has created <br /> a need for job training, workforce development, and services to meet the employment needs of <br /> these new companies. <br /> The following goals are presented to address the priority needs for economic development: <br /> • ED-I Employment—Encourage and support new job opportunities through job creation, <br /> job retention,job training, workforce development, and educational programs to address <br /> the need for a well-trained labor force. <br /> • ED-2 Financial Assistance—Support new development of business and industry through <br /> expansion, new development, capital equipment purchases, etc. to be funded with federal <br /> programs including the Section 108 Loan Guarantee Program. <br /> • ED-3 Incentives — Support local, state, and federal tax breaks, tax credits, land <br /> development bonuses,and planning initiatives to promote new development and expansion <br /> of business and industry. <br /> ADMINISTRATION& PLANNING-AP <br /> There is a continuing need to provide administration,management,and sound planning to executive <br /> grants and loan programs by the City. <br /> The following goals are presented to address the priority needs for sound administration and <br /> planning: <br /> • AP-1 General Administration — Continue to provide experienced management and <br /> oversight to maintain efficient and effective administration of local,state,and federal grant <br /> and loan programs. <br /> • AP-2 Planning — Provide sound planning for special studies, environmental review <br /> records,preparing grant applications, designing programs,planning project activities,etc. <br /> • AP-3 Affirmatively Further Fair Housing—Promote and support policies and activities <br /> to Affirmatively Further Fair Housing (AFFH) throughout St. Joseph County, including <br /> the preparation of Analysis of Impediments to Fair Housing Choice. <br /> 3. Evaluation of past performance <br /> In the FY 2023 CAPER,the City of South Bend used 100%of its expended CDBG funds to benefit <br /> low- and moderate-income persons. The City used 11.15% of its expended funds during the FY <br /> 2023 CAPER period on public service,which is below the statutory maximum of 15%. <br /> 4.
