FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> • SN-5 Transportation—Improve and expand the access to transportation services for the <br /> elderly, persons with disabilities, and persons with other special needs. <br /> COMMUNITY DEVELOPMENT PRIORITY—CD <br /> The infrastructure,community facilities,building conditions,and public services are being strained <br /> by the County's population growth,increased demand for services and the age of the infrastructure, <br /> buildings, and facilities. There is a need to improve, preserve, and develop public facilities and <br /> infrastructure to support the population growth in the County. <br /> The following goals are presented to address this priority need: <br /> • CD-1 Infrastructure - Improve and upgrade the City's infrastructure through <br /> rehabilitation, reconstruction, and new construction of streets, curbs, walks, ADA ramps, <br /> retaining walls, sewer lines, service lines,bridges, flood control, storm water management <br /> and sustainability. <br /> • CD-2 Community Facilities — Improve, upgrade, and expand the City's public and <br /> community facilities including parks, playgrounds, recreational facilities, libraries, public <br /> buildings, etc. to meet the needs of the growing population. <br /> • CD-3 Public Services —Improve, expand, and create public service programs including <br /> social,welfare, health and nutrition programs to meet the needs of the low-and moderate- <br /> income persons in the City. <br /> • CD-4 Clearance and Demolition — Remove slum and blighting conditions through the <br /> demolition and clearance of vacant buildings that are economically infeasible for <br /> rehabilitation,and sites that pose a threat to the health, safety, and welfare of the public. <br /> • CD-5 Public Safety — Improve and expand fire protection, emergency health and <br /> management services,crime prevention,etc.to better serve and protect the residents of the <br /> Cities. <br /> • CD-6 Public Transportation—Improve and expand public transportation with additional <br /> bus routes, improved bus shelters, increased time schedules, etc. to assist low- and <br /> moderate-income persons to access employment,medical treatment,and essential services. <br /> • CD-7 Neighborhood Revitalization—Improve and stabilize neighborhoods in the City by <br /> developing capacity and encouraging the formation and expansion of neighborhood based <br /> organizations, and planning/development under the Neighborhood Revitalization Strategy <br /> Area(NRSA)Program. <br /> • CD-8 Section 504 — Implement the City Section 504 Plans and bring the public and <br /> community facilities into compliance with the Rehabilitation Act of 1973 and the <br /> Americans with Disabilities Act of 1990. <br /> ECONOMIC DEVELOPMENT PRIORITY—ED <br /> OMB Control No:2506-0117(exp.07/31/2025) 30 <br />
