FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> The City of South Bend has followed its Citizen Participation Plan in the planning and preparation <br /> of the Five-Year Consolidated Plan. The City held its first public hearing on the needs of the <br /> community and its residents on August 7, 2024. This provided the residents, agencies and <br /> organizations with the opportunity to discuss the City's CDBG,HOME,and ESG Programs and to <br /> provide suggestions for the future CDBG and HOME Program's priorities and activities. <br /> The City conducted another public hearing on August 27, 2024 to discuss the availability of the <br /> Request for Proposals for the 2025 program year. <br /> The City maintains a list of agencies and organizations for its CDBG, HOME, and ESG Programs <br /> and sends out Funding Applications for the FY 2025 CDBG Program. <br /> A copy of the"Draft FY 2025-2029 Five-Year Consolidated Plan and the FY 2025 Annual Action <br /> Plan"will be placed on public display for a 30-day review from November 27, 2024 to December <br /> 31,2024 for the general public,agencies,and organizations in the community.A newspaper notice <br /> announcing that these documents were placed on public display was published in a newspaper of <br /> general circulation in the area. The"Draft Five-Year Consolidated Plan and the FY 2025 Annual <br /> Action Plan"were on public display at the following locations: <br /> • The St.Joseph County Public Library(all branches) <br /> • Mishawaka Public Library(all branches) <br /> • Walkerton Public Library <br /> • New Carlisle-Olive Township Public Library <br /> • City of South Bend Department of Community Investment <br /> • City of South Bend Office of the Clerk <br /> • City of Mishawaka Department of Community Development <br /> The Five-Year Consolidated Plan and Annual Action Plans were also placed on the City's website <br /> at www.southbendin.gov. <br /> 5. Summary of public comments <br /> In August 2024, a resident survey was prepared and sent out to residents and organizations in the <br /> City. A copy was placed on the City's website. The results of the survey were used to help <br /> determine the goals and strategies.
