Page 3
(Exhibit A – Engineer’s Services)
EJCDC E-500 Agreement Between Owner and Engineer for Professional Services
Copyright © 2008 National Society of Professional Engineers for EJCDC. All rights reserved.

The Report will be revised in response to Owner’s comments, as appropriate, and furnish one (1)
electronic copy of the revised Report and any other deliverables to the Owner within 14 calendar days of
receipt of Owner’s comments.
Engineer’s services under the Short-Term PFAS Minimization Plan Phase will be considered complete on
the date when the revised Report and any other deliverables have been delivered to Owner.
Task 103 – Phase 2 – Long Term PFAS Minimization Plan/Conceptual Design
At each affected facility, identify intended solution strategy (wellhead management, decentralized
wellhead treatment, or centralized treatment at the WTP).
For locations requiring treatment, consider options for adsorptive media, including granular activated
carbon (GAC), anion exchange (AIX), or FLUORO-SORB®. High pressure membranes (RO/NF) will not
be considered due to cost, footprint requirements, and impacts to finished water quality. Engineer will use
a decision-making matrix to identify a recommended adsorptive media based on review of available water
quality data, spent media disposal considerations, and Owner goals and weightings as identified in the
kickoff meeting. For any sites lacking sufficient data to support a recommended media, GAC will be
selected as a conservative solution due to its larger footprint and capital costs, unless available footprint
drives the need for AIX resin. Discuss those recommendations with the Owner during in an in-person
workshop before proceeding with conceptual design.
Prepare a report (the “Report”) which will, as appropriate, contain the following for each site:
· For sites in which wellfield management is the solution, document operational strategy.
· For sites in which treatment is required, prepare schematic layouts, sketches, and conceptual
design criteria with appropriate exhibits. Provide of probable construction cost; high-level
annual operation and maintenance (O&M) cost estimates using the Black & Veatch PFAS cost
model; 20-year life cycle costs; and recommended next steps.
· Recommended next steps, including demonstration testing for optimized media selection if
applicable.
Furnish one (1) electronic review copy of the Report to Owner within 90 calendar days of the Effective
Date and review it with Owner. Within 14 calendar days of receipt, Owner shall submit to Engineer any
comments regarding the Report and any other deliverables.
Revise the Report and any other deliverables in response to Owner’s comments, as appropriate, and
furnish one (1) electronic copy of the revised Report and any other deliverables to the Owner within 14
calendar days of receipt of Owner’s comments.
Engineer’s services under the Long-Term PFAS Minimization Plan/Conceptual Design Phase will be
considered complete on the date when the revised Report and any other deliverables have been delivered
to Owner.
Task 104 - Project Management and Administration
Engineer will support the Owner by managing the project to coordinate evaluation of alternatives between
engineering disciplines, monitor and control the project budget and schedule, and keep the Owner
