White — Aye <br />Councilmember Rachel Tomas Morgan — Aye <br />86-23 PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, APPROVING A <br />PETITION OF THE ADVISORY BOARD OF <br />ZONING APPEALS FOR THE PROPERTY <br />LOCATED AT 3001, 3011 AND 3015 WEST <br />WESTERN, COUNCILMANIC DISTRICT NO. 2 <br />IN THE CITY OF SOUTH BEND, INDIANA <br />Clerk Bianca L. Tirado read the bill to the council for its second reading. <br />After the second reading, Councilmember Lee requested the committee report. <br />Councilmember Dr. Davis, chair of the Zoning and Annexation committee, stated that Bill No. 86- <br />23 came before the Zoning and Annexation Committee this afternoon, January 8th, 2024, and <br />comes with a favorable recommendation but notes that there were concerns. <br />Councilmember Lee requests that the petitioner state their name and address and share key points <br />before the council. <br />Skip Morrell, Zoning Specialist, 14th floor of the County -City Building presented Bill No. 86-23 <br />3001, 3011 and 3015 West Western Avenue, which requests to allow for a special exception to <br />allow for vehicle service minor which allows for services like oil changes, alignments, cooling and <br />electrical systems detailing. It does not include any dismantling and all repairs must be made within <br />the fully enclosed building. Previously, the property was a window manufacturing business and <br />then recently as a vehicle repair location until 2017. The building would need to be brought up to <br />standards. The owner also requested slightly reduced setbacks for parking. <br />Councilmember Lee asks if there are any other petitioners online wishing to give comment. <br />Theodoros Arhontas, 2565 Portage Avenue, Las Vegas Nevada 89120 adds that the building is <br />slowly improving and that they are gaining traction with tenants. Mentioned that he understands <br />the work the city planners have done to improve the area and that he will make the outside fagade <br />of the building better. <br />Councilmember Lee responds with any questions to the petitioner from the council. <br />Councilmember Dr. Davis asked Petitioner Arhontas on how he plans to maintain the property as <br />an out-of-state owner and if he has a local contact for property maintenance. <br />Theodoros Arhontas, 2565 Portage Avenue, Las Vegas, Nevada 89120 states that he has a local <br />partner with a stake in the building. <br />Councilmember Dr. Davis asked Petitioner Arhontas if the local partner is on the paperwork with <br />the city. <br />3 <br />
