REGULAR MEETING January 8, 2024 <br />Councilmember Rachel Tomas Morgan motioned to resolve into the committee of the whole, <br />which was seconded by Councilmember Dr. Oliver Davis and carried by a vote of eight (8) ayes. <br />PUBLIC HEARINGS <br />BILL NO. <br />83-23 PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AMENDING THE. <br />ZONING ORDINANCE FOR PROPERTY <br />LOCATED AT 603, 607, 611, 615, 617, 619, AND <br />621 WEST MARION STREET, COUNCILMANIC <br />DISTRICT NO. 1 IN THE CITY OF SOUTH <br />BEND, INDIANA <br />Clerk Bianca L. Tirado read the bill to the council for its second reading. <br />After the second reading, Councilmember Lee requested the committee report. <br />Councilmember Dr. Davis, chair of the Zoning and Annexation committee, stated that Bill No. 83- <br />23 came before the Zoning and Annexation Committee this afternoon, January 8 h, 2024, and <br />comes with a favorable recommendation. <br />Councilmember Lee requests that the petitioner(s) state their name and address and share key <br />points before the council. <br />Skip Morrell, Zoning Specialist, 141h floor of the County -City Building presented Bill No. 83-23, <br />the bill states the petition is to rezone the properties of 603, 607, 611, 615, 617 and 621 Marion <br />Street from NC Neighborhood Center to U3 Urban Neighborhood. The down zoning from NC to <br />U3 is to allow those cottage courts and a variety of building types permitted. As the property exists <br />now is vacant lots owned by the Department of Redevelopment, the proposal is for fifteen (15) <br />units to be built on the parcels, five (5) single family units and ten (10) in Cottage Court. The <br />proposal blends between building developments north of the proposal. <br />Joe Molnar, Property Development Manager, 141h floor of the County -City Building continues <br />presentation for Bill No. 83-23, stating that the request for the proposal stems back to a request for <br />proposal from the Redevelopment Commission to solicit vacant land owned by the city for <br />development proposals. Developer, Allen Edwin applied for the project. The current agreement <br />being developed would have eighty percent (80%) of the development be for workforce housing. <br />Councilmember Lee responds with any questions from the council to the petitioner. <br />Councilmember Lee asks the petitioners what the rough estimate of what household income would <br />need to be for the development. <br />Joe Molnar, Property Development Manager, 14th floor of the County -City Building states that he <br />would need to verify with HUD but believes that the median income for Saint Joseph's County is <br />$60,000. For workforce housing it would need to be affordable to eighty percent (80%) of that or <br />families of four making $40,000, but it would also increase and decrease with the size of the <br />household. <br />Brian Farkas, Director of Workforce Housing with Allen Edwin, 2186 E. Centre Street Portage, <br />MI 49002, adds that he believes that those numbers are correct with current HUD standards. <br />Joe Molnar, Property Development Manager, 10 floor of the County -City Building adds that the <br />HUD standard is thirty percent (30%) of your monthly take home. <br />Councilmember Lee requested if there were any questions from the council to the petitioner. <br />Councilmember Lee restates no further questions from Councilmembers and moves to Public <br />Comment first to those physically present and then requesting Clerk Tirado if there is any public <br />comment online. <br />Clerk Tirado responds that there is no public comment from individuals participating online. <br />2 <br />
