SOUTH BEND REDEVELOPMENT COMMISSION — IVY TOWER FACILITY RENOVATION PROJECT <br />Proposal for Environmental Strvices <br />Indiana RISC Residential closure goals. WPI also completed a ground penetrating radar survey <br />for the Site to identify the potential presence of features such as previously abandoned and/or <br />removed USTs, cisterns, and tunnels, as well as the presence of possible fill materials from prior <br />demolition activities. The results of the survey indicated no indications of subsurface anomalies <br />consistent with the presence of buried USTs but there were some areas of buried backfsll. In <br />addition, south of Building 113 numerous foundations were identified from previous buildings <br />that once stood across the Site. Within one foundation there are indications of significant debris, <br />possible finm the historical demolition activities. <br />WPI also completed a lead -based paint survey and asbestos inspection. WPI confirmed that the <br />Site contains lead -based paint and asbestos that will need to be addressed as part of any planned <br />renovation activity. <br />The City also stated to Weaver Boos that there are seven PCB - containing transformers located <br />within the buildings. The buildings are contained inside three transformer rooms. Weaver Boos <br />completed a site reconnaissance of the transformer room including a fourth former transformer <br />room. Two rooms currently contain Ieaking transformers as visually indicated by the stained <br />concrete floor. <br />Weaver Boos understands that the City may solicit bids from qualified firms to complete the <br />necessary environmental abatement activities including asbestos removal, removal of the <br />transformers, etc. prior to the developer proceeding with the planned renovation activities. <br />1.2 Purpose and Objective <br />As part of the Project, the City has requested a proposal to provide environmental consulting <br />services to the City. As part of this proposal, the City has identified several objectives in their <br />RFP which are itemized as follows: <br />• Create environmental abatement bid documents; <br />• Review all existing environmental reports related to Site; <br />• Determine if additional environmental screening activities are required as part of the <br />creation of the bid document; <br />• Investigate present site conditions; <br />• Oversee environmental abatement activities; <br />Weaver Boos Consultants, LLC 3 <br />4085 Meghan Beeler Court <br />South Bend, IN 46628 <br />
