SOUTH BEND REDEVELOPMENT COMMISSION —IVY TOWER FACILITY RENOVATION PROJEG°r <br />Proposal for F,nAronmental Services <br />qualified engineering firms to provide environmental oversight and support services for the <br />project. The City is interested in retaining a consultant that can: <br />1. Review all existing environmental information related to the Site to determine if there <br />are any other preliminary assessment activities are required <br />1 Prepare environmental abatement bid specifications for the renovation project; <br />3. Oversee environmental abatement activities prior to and during Site renovation activities <br />undertaken by the Developer; <br />4. Have an environmental professional available for project meetings and on -call during the <br />renovation project. <br />1.1.1 Previous Environmental Investigations <br />Several environmental investigations or assessments focusing on historical land usage have been <br />completed for the surTounding area including the Site. In 2012, Wightman Petrie (WPI) <br />completed a Phase I Environmental Site Assessment (ESA) and Limited Phase 11 ESA for the <br />Site. WPI concluded in the Phase I ESA that the following recognized environmental conditions <br />were identified related to the Site. <br />1. Identified location of a former underground storage tank (UST) system along Building <br />113. <br />1 The potential presence of additional undocumented UST systems. <br />3. Undocumented spills and/or releases at the Site related to historical manufacturing <br />operations. <br />4. Absence of any documentation regarding historical disposal practices. <br />5. The potential presence of PCB transformers, asbestos - containing materials, and lead - <br />based paint. <br />6. Documented soil and groundwater contamination on nearby properties. <br />Subsequently, in WPI completed the Phase II ESA at the Site. WPI identified petroleum impacts <br />near in the soil (from 0 -5 feet bgs) at the northwest comer of the open lot south of Building 113. <br />WPI concluded that the impacts were likely limited to near the surface. The concentrations <br />detected were above Indiana RISC default industrial closure goals. Trichloroethylene was <br />detected in groundwater samples collected from beneath the Site at concentrations slightly above <br />(Weaver Boos Consultmrls. Uc <br />South Bend, IN 46628 <br />
