SOUTH BEND REDEVELOPMENT COMMISSION — IVY TOWER FACILITY RENOVATION PROJECT <br />Proposal forEnvironrnental Services <br />1.0 INTRODUCTION <br />1.1 Background Information <br />Weaver Boos Consultants, LLC (Weaver Boos) respectfully submits this proposal to the City of <br />South Bend'Redevelopment Commission (City) for environmental consulting services related to <br />the proposed renovation and redevelopment of the complex referred to as the Ivy Tower <br />complex, located at 600 United Drive and 635 S. Lafayette Blvd in South Bend, Indiana. The <br />Ivy Tower complex is comprised of three land parcels totaling approximately 12.5 acres and is <br />occupied primarily by the South Bend Warehousing and Distribution Corporation. The Ivy <br />Tower complex consists of a several buildings, many of which are interconnected totaling <br />approximately 820,000 square feet of warehouse and limited manufacturing space. The original <br />portions of the buildings were constructed by the Studebaker Corporation in the 1920s and 1930s <br />and were used for auto manufacturing. One portion of the complex is located at 600 United <br />Drive, consisting of approximately 56,768 square feet of manufacturing space, referred to during <br />the Studebaker era as Building 112. This building has two main floors and an upper deck. The <br />second portion of the complex is located at 635 S. Lafayette Blvd and consists of an <br />interconnected warehouse complex, totaling approximately 763,700 square feet. One primary <br />building was identified as Building 84 during the Studebaker era and is comprised of six floors <br />and a basement. The second primary building was identified as Building 113 and is comprised <br />of two stories. Buildings 113 and 84 are connected by a steel frame structure that primarily <br />serves as a loading dock and storage area but is referred to as the Loft Building. To the south of <br />Building 113 is a large open lot used for staging and storage. <br />The overall Project will entail the complete redevelopment of the Ivy Tower Complex. The <br />redevelopment project will include comprehensive renovation of the existing buildings. The <br />targeted future use of the site is a combination of upper level living spaces (Building 86) and <br />lower level retail and computer support services. The complex will be connected via <br />underground tunnel (beneath the existing Norfolk Southern. Railroad lines) to Union Station <br />facility located to the north. <br />For this proposal, these areas will be collectively referred to as the Site. Weaver Boos <br />understands that the City will be responsible for the actions required to assess and remove/abate <br />any adverse environmental health hazards (asbestos, lead -based paint, PCB transformers, etc.) <br />prior to renovation.
