<br />system design and prepared permit applications for
<br />state agency acceptance.
<br />Mr. Dorgan performed peer reviews of four Type I
<br />(general municipal solid waste) landfill permit
<br />applications in Texas. The peer review assisted
<br />project staff and legal counsel in identification of
<br />limitations and/or deficiencies in the applications.
<br />Project activities enabled implementation of
<br />corrective measures prior to public hearing,
<br />He directed a site investigation and coordinated
<br />remediation planning of a formerly unpermitted
<br />construction/demolition debris disposal site. Project
<br />required the development of a remedial plan
<br />involving the controlled excavation and off -site
<br />disposal of approximately 30,000 cubic yards of
<br />impacted debris/fill. Project also required the
<br />management of approximately one million gallons of
<br />impacted water.
<br />Mr. Dorgan implemented groundwater impact
<br />assessments for municipal solid waste landfills in
<br />Illinois. Projects required extensive hydrogeologic
<br />assessment and leachate characterization. Impacts to
<br />shallow perched groundwater were conclusively
<br />demonstrated to be associated with surface
<br />infiltration and natural wetlands processes. Project
<br />findings avoided implementation of costly corrective
<br />measures.
<br />He had project management responsibility for
<br />preparation and submission of a Type I (general
<br />municipal solid waste) Landfill permit application in
<br />Sam Antonio, Texas. The permit application was
<br />presented at public hearing and received a permit
<br />fi•om the Texas Water Commission. The she has
<br />been developed and is cun-ently operating.
