DouGLAS G. DORGAN, JR., LPG <br />Principal <br />remediation objectives negotiation. Weaver Boos has <br />provided export witness services and development of <br />an engineering remediation cost estimate to support <br />settlement discussions between responsible parties. <br />He was Project Manager for a comprehensive Phase I <br />Environmental Site Assessment of the General <br />Motors Danville, IL gray iron foundry whose <br />operations date to the early 1940s. Project required a <br />detailed records review and site inspection to identify <br />potential areas of concern. Subsequent responsibili- <br />ties included developing a scope of work for site <br />investigation. <br />Mr. Dorgan managed implementation of a facility - <br />wide investigation for PCB - related impacts at a die <br />casting facility in Chicago, Illinois. The investiga- <br />tion scope included sampling of soil, concrete, <br />structural surfaces, and process equipment, Based on <br />investigation results, alternative risk -based opinions <br />were evaluated for site remediation. In support of <br />on -going litigation, an engineering remediation cost <br />estimate was generated. <br />Mr. Dorgan is managing the RCRA Corrective <br />Action activities for a specialty steel manufacturing <br />facility in Niles, Michigan. Ongoing activities <br />include operation and monitoring of an Interim <br />Measures groundwater remediation system, <br />implementation of preliminary subsurface <br />investigations, development of RCRA RFI <br />Workplans, and negotiations with Michigan <br />Department of Environmental Quality persotmel. <br />Mr. Dorgan managed a Phase I, 11, and Ill <br />Environmental Site Assessment of a 45 -acre business <br />park in Indianapolis. Project activities were <br />performed on an accelerated basis to facilitate an <br />aggressive land transfer negotiation. A detailed <br />hydrogeologiic assessment and a risk assessment was <br />performed, quantifying required remedial measures. <br />lie conducted comprehensive and media- specific <br />environmental compliance audits of facilities located <br />in four states for a major medical diagnostic imaging <br />equipment manufacturer. Comprehensive audits <br />were performed for select waste and scrap material <br />management facilities. Audits included recommen- <br />dations for corrective measures in addition to <br />development of a division -wide program for <br />management of recoverable waste streams. <br />Mr. Dorgan was the Project Manager for a Phase I <br />and II Environmental Site Assessment of a 1.1 <br />million square foot former can manufacturing facility <br />in Chicago. Assessment activities were designed to <br />evaluate long term liabilities and environmental <br />considerations associated with facility reuse and/or <br />demolition planning. <br />He has secured a focused NFR letter pursuant to <br />Illinois SRP requirements for a fleet maintenance <br />facility in the Chicago area. Project activities were <br />implemented on an expedited basis to accommodate a <br />property transaction. Direct negotiations and <br />communications with the IEPA allowed the NFR <br />letter to be issued within 10 weeks of submission of <br />the Site Investigation and Retnediation Objectives <br />Report <br />W. Dorgan was involved in developing information <br />required for preparation of an RFI /CMS for a 900 - <br />acre industrial complex in Saginaw, MI, 'fte project <br />required a detailed site inspection and assessment of <br />potential areas of concern for preparation of a <br />Description of Current Conditions report. <br />Mr. Dorgan was responsible for managing environ- <br />mentaI compliance aspects of a comprehensive <br />underground storage tank management program <br />implemented by a major electric utility company in <br />Northern Illinois. The project required UST removal <br />oversight4closure certification, site investigation, <br />regulatory reporting, corrective action <br />designlsupervisiou, and regulatory negotiation. <br />Project activities were concurrently undertaken at <br />over 30 sites. <br />Mr. Dorgan prepared, Landfill Gas Management <br />Plans for four facilities in two states far a national <br />
