SOUTH BEND REDEVELOPMENT COMMISSION —IVY TOWER FACILITY RENOVATION PROJECT <br />Proposal for Environmental Services <br />previously abandoned and/or removed USTs, cisterns, and tunnels, as well as the presence of <br />possible fill materials from prior demolition activities. The results of the survey indicated no <br />indications of subsurface anomalies consistent with the presence of buried USTs but there were <br />some areas of buried backt ll. In addition, south of Building 113 numerous foundations were <br />identified from previous buildings that once stood across the Site. Within one foundation there <br />are indications of significant debris, possible from the historical demolition activities. <br />2.2.2 Additional Assessment Activities <br />WPI also completed a lead -based paint survey and asbestos inspection. WPI coufinned that the <br />Site contains lead -based paint and asbestos that will need to be addressed as part of any planned <br />renovation activity. <br />The City also stated to Weaver Boos that there are seven PCB - containing transformers located <br />within the buildings. The buildings are contained inside three transformer rooms. Weaver Boos <br />completed a site reconnaissance of the transformer room including a fourth former transformer <br />room. Two rooms currently contain leaking transformers as visually indicated by the stained <br />concrete floor. <br />This information will serve to minimize the activities necessary to complete the tasks outlined in <br />this proposal. <br />2.3 Building Background <br />According to the WPI reports, Building 112 is a 56,768 square foot space formerly occupied by <br />the Studebaker Corporation for manufacturing (machine shop). The concrete building (with <br />brick fagade) consists of a large freight warehousing facility having two floors and upper deck <br />level. The building was constructed in 1944. Currently the building is used for light <br />manufacturing (WEDI, Inc. and McGowan Wire Specialties). <br />Building 84 is a 720,000 six -story building also constructed of concrete with brick fascia. The <br />building was originally constructed by Studebaker in 1923 for auto assembly. Currently the <br />building is primarily used for warehousing (automobile, recreation vehicles). <br />Building 113 was constructed in 1945. The 45,650 square foot building is comprised of a series <br />of conjoining smaller buildings that was originally used by Studebaker as an auto factory.
