SOUTH BEND REDEVELOPMENT COMMISSION —IVY TOWER FACILITY RENOVATION PROJECT <br />Proposal for Enviranmental Services <br />2.0 SITE CHARACTERISTICS AND APPROACH <br />2.1 General <br />Weaver Boos has obtained and reviewed past environmental reports prepared by WPI, met with <br />City personnel, and briefly toured the Site, <br />2,2 Preliminary Site Information <br />To support the preparation of our proposal, we obtained preliminary information (Sanborn Fire <br />Insurance Maps) regarding the structures that occupy the Site. Further, WPI identified a list of <br />recognized environmental conditions associated with the Site, These environmental conditions <br />may need to be addressed as specified in the bid document prior to renovation. <br />2.2.1 Phase I and It Environmental Site Assessment Review <br />The WPI Phase I ESA report, dated February 22, 2012, identified the following recognized <br />environmental conditions (RECs) associated with the Site. <br />1. Identified location of a former underground storage tank (UST) system along Building <br />113. <br />2, The potential presence of additional undocumented UST systems. <br />3. Undocumented spills and/or releases at the Site related to historical manufacturing <br />operations. <br />4. Absence of any documentation regarding historical disposal practices. <br />5. The potential presence of PCB transformers, asbestos- containing materials, and lead - <br />based paint. <br />6. Documented soil and groundwater contamination on nearby properties. <br />Subsequently, in WPI completed a Phase II ESA, dated March 23, 2012, at the site. WPI <br />identified petroleum impacts near in the soil (from 0 -5 feet bgs) at the northwest corner of the <br />open lot south of Building 113. WPI concluded that the impacts were likely limited to new the <br />surface. The concentrations detected were above Indiana RISC default industrial closure goals. <br />Trichloroethylene was detected in groundwater samples collected from beneath the Site at <br />concentrations slightly above Indiana RISC Residential closure goals. WPI also completed a <br />ground penetrating radar survey for the Site to identify the potential presence of features such as <br />Weaver Boos Consallams, LLC <br />4085 Meghan Beeler Court <br />South Bend, IN 46628 <br />
