CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> Eric Horvath, Director of Public Works for the City of South Bend with offices located on the 13th <br /> floor of the County-City Building, South Bend, IN,replied to Councilmember Hamann's question <br /> by explaining the outgoing capital projects within Public Works. <br /> Committee Chair White then opened the floor to members of the pubic wishing to speak in favor <br /> of or in opposition to the legislation. <br /> Murray Miller, 23690 Western Avenue, South Bend, IN, asked about money that has already been <br /> directed to the CSO Project and, specifically, what fund that money is going to because there is a <br /> line item on the water bill that has money going toward that project. <br /> Mr. Horvath and Mr. Parker replied, that the official CSO Plan and its subsequent overall amount <br /> is pending approval by the Federal Government's EPA, but capital project work is being done <br /> anyway, regardless of whether or not the CSO Plan is approved. <br /> Councilmember Hamann asked if the City anticipates issuing bonds once the CSO is approved, to <br /> which Mr. Horvath confirmed they would. <br /> Committeemember Sheila Niezgodski made a motion to send Bill No. 07-20 to the full Council <br /> with a favorable recommendation. Committeemember Jake Teshka seconded the motion which <br /> carried by voice vote of four(4) ayes. <br /> Bill No. 08-20- March 2020 Appropriation Ordinance <br /> Dan Parker, City Controller for the City of South Bend with offices located on the 12th floor of the <br /> County-City Building, South Bend, IN, served as the presenter for this bill. Mr. Parker gave a <br /> presentation referencing a PowerPoint presentation(which is available in the City Clerk's Office) <br /> that highlighted the key elements of this bill. <br /> Committee Chair White opened the floor to questions and comments from Committee and Council <br /> Members. <br /> Committeemember Teshka asked a clarifying question about Naviline and the line item to extend <br /> that service. Mr. Parker replied that the implementation of the new DFO software, coupled with <br /> the need for some City services to still use Naviline for the immediate future, contributed to that <br /> additional appropriation. <br /> Denise Lynn Riedl, Chief Innovation Officer for the City of South Bend with offices located on <br /> the 12th floor of the County-City Building, South Bend, IN, mentioned there were some delays in <br /> implementation of a few programs since the planning of the last budget process, one (1) of those <br /> is Utility billing. <br /> Dan O'Connor, Chief Technology Officer for the City of South Bend with offices located on the <br /> 12th floor of the County-City Building, South Bend, IN, mentioned IT has been working with <br /> Utilities to make sure the process moving from Naviline to the new software is running smoothly. <br /> Councilmember Hamann asked if we have reserves prepared for the anticipated record flooding to <br /> come this year. Mr. Parker replied that is a risk and that the City has property insurance.
