DESCRIPTION OF STRUCTURE/ SITE: This Ranch is L shaped and is situated on a corner lot with a very deep set back from <br />the corner of Iroquois and W. North Shore Drive. It is one storey wood frame with regular bond brick veneer alternating with <br />vertical wood siding. The roof has extended gables with hip attachment and is covered with asphalt shingles. The front entrance <br />doors are double leaf with decorative wood panels. The windows are tri partite synthetic composite casements aside a center <br />fixed glass. <br />ALTERATIONS: The roof was re- roofed with Sherriff Goslin Interlocking shingles with COA #2006 - 0501 -1. <br />APPLICATION ITEMS: Replace windows with vinyl windows and rear patio doors with vinyl patio doors. All per brochure and <br />specifications submitted. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner has purchased vinyl replacement casement windows and patio <br />doors from Lowe's to replace all of the casement windows in the house and the rear patio doors. The replacement casement <br />windows replicate the current windows and the patio doors. There are two sets of three of these windows that are visible from <br />the street; the rest of the windows and the patio doors are not visible from the street as they are located in the rear and at the side <br />of the house. <br />STANDARDS AND GUIDELINES: <br />WEST NORTH SHORE STANDARDS: <br />B. Windows and Doors <br />Preferred: Retain and maintain existing window and doors including sash, lintels, sills, shutters, doors, decorative glass, <br />pediments, hoods and hardware. Use canvas awnings, if awnings are used. Install wooden frame storm windows and doors <br />painted to match trim. Install insulating glass in existing sash. As to Lot 12 metal storm windows and doors which have been <br />coated to match trim and which are architecturally in good taste with the structure are preferred. <br />Permitted: Replace deteriorated doors, windows, sills, shutters, etc with materials which match the original as closely as <br />possible. A special effort should be made to match the size and style of the window and door openings, so that the overall <br />appearance of the structure is not altered. Install metal storm windows and doors which have been painted, anodized or coated to <br />match the trim. <br />Prohibited: Do not attach or use metal, vinyl or fiber glass awnings nor hoods. Do not attach exterior shutters to a house that did <br />not have shutters originally unless approved in wiring by the Historic Preservation Commission. <br />STAFF RECOMMENDATION: Staff recommends approval because the replacements conform to the guidelines for West North <br />Shore District. <br />Catherine Hostetler <br />On a motion by Mike Voll with a second by Dave Steinhauer to approve application as submitted. <br />Vote: 5 —1. <br />Dissenting Vote from Tim Klusczinski: "The reason is that the only indication from Staff is that <br />the failing could be the seal and that could set a bad precedent." <br />COA #2013 -0412 Approved. <br />5.629 Portage COA #2013 -0415 Chapin Park <br />Representation by Patrick Wilson of Eagle Scouts, Contractor <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 15 April 2013 <br />Application Number: 2013 -0415 <br />Property Location: 629 Portage <br />Architectural Style/Date /Architect or Builder: Empty Lot being transformed into a pocket park <br />Property Owner: City of South Bend <br />Landmark or District Designation: Chapin Park <br />Rating: Empty Lot <br />DESCRIPTION OF STRUCTURE/ SITE: The site of a former multi -use building that burned and was demolished that is <br />currently being landscaped into a pocket park as an Eagle Scout Project. <br />ALTERATIONS: Original Building demolished; site in the process of being re- claimed as a small landscape park. <br />APPLICATION ITEMS: Installing 2 (two) 18 inch by 30 inch pads approximately 6 feet apart and bolting a bench to pads. <br />DESCRIPTION OF PROPOSED PROJECT: Patrick Wilson is proposing to install a wood bench in the park upon two concrete <br />pads. Please see attached photographs. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography <br />and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique <br />to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property <br />lines on Chapin Place will be considered on a case -by -case basis. <br />Required <br />
