North Shore COA #2013 -0403A Local Landmark <br />Representation by Gerald Kline, Owner <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 April 2013 <br />Application Number: 2013 -0403A <br />Property Location: 113 West North Shore Drive <br />Architectural Style/Date/ Gabled Front/1888 <br />Property Owner: Martha and Gerald Kline <br />Landmark or District Designation: Local Landmark/National Register/West North Shore LHD <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Samuel Leeper, Jr. home is a two storey painted brick home set upon a <br />rectangular brick foundation with rear additions. The gable roof is pitched and shingled. The South & East continuous porch <br />with wood dentils, bead board ceiling and nine wooden round Doric columns may be an addition. The windows are 1/1 double <br />hung with brick arch and fancy wood infill panel at head and cut stone sills. The single simple entrance is in an opening that <br />matches the window rhythm and shutters. There is an ornate wooden gable fan with fancy scribing. <br />ALTERATIONS: The rear porch was enclosed before 1949. The chimneys were removed with various COAs. The house was <br />re- roofed with a COA in 1995 with fiberglass shingles, turbine vents and a metal chimney were removed and replaced with three <br />pod vents on the west side. The porch floor was replaced in -kind with COA 2007- 0605A. A privacy fence was installed along <br />the west side with COA 2009 -0521. The rear porch was replaced with COA#2011 -1201. <br />APPLICATION ITEMS: Remove rear brick wall; remove concrete block footing down to last course; attach new wood double <br />dog -eared fence. New fencing will match current wood fencing in side yard. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to remove a failing brick wall with concrete block <br />foundation system that is currently being kept from falling into the alley by three anchors on the wall which terminate around two <br />trees and at a stake in the middle of the back yard. The wall was erected fourty years ago. Please see assessment from J &J <br />Masonry and Stall' photographs. The proposal is to completely remove the brick wall. The concrete foundation/retaining wall <br />will also be removed down to the first course and then rebuilt and re- enforced with metal rods. The homeowner has decided not <br />to replace the brick but have Schuell Fence install a dog eared privacy fence along the alley on top of the re- installed concrete <br />block foundation/retaining wall to match and meet up with current side yard fence. <br />STANDARDS AND GUIDELINES: <br />Local Landmark Grout) B: <br />Buildine Site and Landscaoine: <br />1. Reauired <br />Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the <br />property's history and development shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming <br />pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be <br />compatible to the historic character of the site and neighborhood and inconspicuous when viewed from the public way. <br />WEST NORTH SHORE STANDARDS: Are silent on modifications at the back of the house and at the rear of the property. <br />STAFF RECOMMENDATION: Staff recommends approval of the project. The removal of the deteriorating non original brick <br />wall along the alley and the erection of a wood fence will conform with the other fences along the alleyway in the West North <br />Shore District and will not be visible from the public way. <br />Catherine Hostetler <br />On a motion by Jerry Niezgodski with a second by Kevin Buccellato to approve application as <br />submitted. <br />Vote: 6 — 0 Unanimous. <br />COA #2013 -0403A Approved. <br />4.433 W.
