Downtown South Bend. During the second half of the program, I participated
in round table discussion with Marco Mariani (DTSB) and Jennifer Laurent
(Comm. & Econ Dev.) which aimed to address the challenges of instituting
proposals suggested by the study.
May 5, 2007
Southhold Preservation Awards Breakfast with guest speaker Bill Latoza of
BauerLatoza Studio — Chicago. As a national specialist having direct
experience with 675 Chicago public schools, Bill made a compelling case for
the revitalization of historic educational facilities against cost estimates
for reconstruction.
May 14, 2007
Meeting with Code Enforcement officials to discuss the impact of current
violations upon the Taylor's Field Local Historic District. Those present
for the discussion included Catherine Toppel (CE), Scott (CE), Amy Herdman,
Wayne Doolittle and Tim Klusczinski.]
2. Landmarks Committee — Chair, Linda Riley
No report.
3. Southhold Awards Breakfast — Director Hostetler
Post event comments were very favorable, and many spoke highly of the location- the
Morris Bistro. Mr. Latoza's presentation was very well received, and although he's in
Italy, he's agreed to prepare a report or synopsis of his findings regarding Marquette
School. Masterpiece Creations, the caterer, will be refunding approximately $600.00 of
our original fee, so final numbers will be available at the next meeting.
V. OLD BUSINESS
Vice President Patrick reintroduced the idea of additional products bearing the HPC name/logo etc.
She will be working with a local coffee purveyor who will be designing a label, creating a blend, etc.
for sale. VP Patrick asked for the consent of the Commission to proceed, and specified that she
would not need a committee, that she'd be pursuing this herself. Consent and support was given -
"Proceed at will" per President Klusczinski; progress reports and additional information will follow.
VI. NEW BUSINESS
Klusczinski: I have one question, and I'd pose this to the entire commission, to our legal counsel and
to staff. I'm not completely certain about the threat that Marquette is now under, with the School
Corporations' decisions tonight or whatever decisions they're working on behind the scenes. I don't
know if it would be prudent to entertain interim protection for Marquette to at least help it see
through the ordinance process with the South Bend Common Council. So those are my thoughts and
sentiments, and I'd like to hear what yours are.
Sporleder: What is involved with interim protection, do we have to do something tonight? Or do we
do something on the next agenda?
Hostetler: No, you can entertain it under new business, that's perfectly legitimate to do. Under
interim protection, they would not be allowed to demolish remodel, or anything to the building
without HPC approval. We are required by our ordinance to give notification within 48 hours of
placing a building, site or structure to the owner of its interim protection and then sending a copy of
that interim protection to the appropriate Council, to the Mayor, to Area Plan, to the Building
Commission, and to our legal counsel.
Sporleder: Let's do it.
Patrick: Mm-hmm.
Zeiger: I think that it's helpful in light of what we talked about earlier and that is that they did
authorize something moving forward regarding design, but they were not specific about new
14
