There was some discussion over the condition of the existing system and the previous owners <br />failure to adequately maintain it. Mr. Littrell reported that the existing lamps would be used for <br />spare parts and replacements in other areas of the City. He also expressed his desire to not have <br />to reinstall any of the original lights back in to the East Wayne Street District. Mr. Talley asked <br />what the poles would be made of and how they would look. Mr. Littrell stated that they would <br />be replicas of the originals and that they would be made of concrete with a clear acrylic coating <br />for protections. Mr. Oxian asked how long the coating would preserve the concrete. Mr. . - <br />Littrell stated it would protect for as long as it took to scratch it off. There was some discussion <br />over the type of pole and its durability. Mrs. Fritshcner asked if the new lamp on Twyckenham <br />was the new pole. Mr. Littrell stated that it was not a new pole, only a new lamp. Mr. Oxian <br />asked if there were any further comments or questions. No one responded. <br />7. 1998-0807 - 12670 State Road 23, business sign <br />Mr. Duvall presented the staff report and circulated photo graphs, he noted that the business <br />owner, Chip Lewis, was present. There was some discussion over if the sign would pass the <br />Building Departments requirements. Mr. Oxian noted that if the Building Department required <br />any changes then the new, altered, sign would have to come before the Commission for <br />approval. Mrs. Hostetler moved to approve the application as recommended by staff. Mrs., <br />Sporleder seconded the motion. The motion passed unanimously. <br />B. National Register Nominations <br />1. St. Joseph County Home (Portage Manor) <br />Mr. Oxian stated that this nomination would be tabled until next September. Mr. Duvall stated _ <br />that the Commission would still need to have the Public Hearing to meet time requirements. <br />Mr. Duvall presented the staff report. He then stated that the nomination is being tabled at the <br />request of the Portage Manor Board, to allow them time to meet again and consider the <br />nomination. Mr. Oxian asked if only the main building was in the nomination. Mr. Duvall <br />stated that the whole farm complex including out buildings is included in the nomination. Mr. <br />Talley moved to table the National Register Nomination for Portage Manor until the September <br />meeting. Mrs. Hostetler seconded the motion. The motion passed unanimously. <br />C. Local Landmarks Proposed <br />1.319-321 Lincolnway West, Visiting Nurse's Association. <br />Mr. Duvall stated that this building, 319-321 Lincolnway West, was demolished today, August <br />17, 1998. Mr. Oxian asked if a demolition permit had been issued for the demolition. Mrs. <br />Saunders stated that the owners did have a demolition permit. Mr. Oxian asked when the <br />permit was taken out. Mrs. Saunders stated that she did not know when the permit was issued. <br />Mr. Talley asked if a demolition like that would not have come to our attention prior to the <br />actual demolition. Mr. Duvall stated that it was not a code Enforcement demolition, it was a <br />private demolition by the owner and thus would not have been brought to the staffs attention. <br />
