Mr. Oxian opened the floor to Mr. Littrell. Mr. Littrell stated that the current lighting system <br />located in the East Wayne Street Historic District is owned by American Electric Power <br />Company, who is in the process of selling it to the City of South Bend. He went on to note that <br />the City wants to replace the system do to the poor condition of the existing lights, their close <br />proximity to the street and and their inability to give off sufficient light. Mr. Littrell stated that <br />the new lights would be 13 feet tall to help prevent vandalism, they would by two feet further <br />from the curb and would have 100 watt, 9500 lumen high pressure sodium lighting. He also <br />noted that in order to better facilitate the new fixtures trees would have to be trimmed. Mr. <br />Littrell passed around a samples of the proposed colors and pieces of frosted glass and frosted <br />plastic to be used as lens material. There was some discussion over the lens materials and <br />proposed color options. <br />Mrs. Sporleder asked where in the City could one go to see an example of the proposed light <br />intensity. Mr. Littrell said there was an example on Twykenham south of East Wayne Street. <br />There was some discussion over the intensity of the proposed lights. Mrs. Riley asked if a <br />lower intensity light could be used so that the poles could maintain their current height of 10 <br />feet. Mr. Littrell stated that it would be possible, however, security of the neighborhood would <br />suffer. Mr. Oxian asked if the overhanging street lights seen throughout the City are of the <br />same illumination as the proposed 9500. Mr. Littrell noted that they were. Mr. Talley asked if <br />the Riverside Drive District had 13 foot poles. Mr. Littrell stated that it has 13 foot poles as <br />well as 10 feet and 15 feet poles. There was some discussion over other locations in the City <br />with 9500 lumen, Mrs. Riley stated that the neighborhood would like to see all of the lights <br />replaced do to their poor condition. Mr. Shakour reiterated that the existing lights are in bad <br />disrepair. Ms. Mary Anne Mathews, a resident of E. Wayne Street District, stated that safety in <br />the neighborhood was also a large concern do to the poor lighting the existing fixtures give off. <br />Mr. Oxian noted that Mr. Littrell has submitted a two year old report of the condition of each of <br />the fixtures in the district. Mr. Oxian asked if Mr. Littrell would submit an updated report to <br />the Commission. Mr. Littrell stated that a new report could be done. Mrs. Fritschner stated that <br />the. East Wayne Street Historic District Liaison Committee had just completed their own survey <br />of the lamps and asked if Mr. Oxian wanted a copy of it. Mr. Oxian stated that he wanted a new <br />copy done by the City to get their opinion of the poles and lamps. Mr. Littrell reiterated that a <br />new report could be made. <br />Mr. Littrell stated that all of the wiring needed to be replaced because the old system would not <br />be able to handle the electrical out put of the new system. He noted that the Commission had <br />copies of the type of meter enclosures or boxes that would have to be installed in parts of the <br />neighborhood. He finther noted the color of the boxes, their locations and that minimal <br />damage to lawns would occur. <br />Mr. Talley asked if the lights would be placed in the same place they are now. Mr. Littrell <br />stated that they would be placed as close as possible to the currant locations. He also noted that <br />it would be improbable to save a large number of the existing poles or lamps. <br />
