Mr. Talley moved to approve the application with recommendations, in addition to those <br />already recommended by staff, that the two by four framing on the gate be removed and <br />replaced with double eye nut and cabling on the inside of the gates, and that the application be <br />placed into committee for review. Mrs. DeRose stated that this motion would grant the <br />structure as amended and that placing it into Committee does nothing because it has already <br />been approved. She further stated that the Commission should either approve the application in <br />some form now or defer it into Committee. Mr. Talley withdrew his previous motion and <br />moved that the application be placed into the Standards and Maintenance Committee for a <br />further study of the problem. Mrs. Sporleder seconded the motion. The motion passed with <br />Mr. Oxian abstaining do to his position on the Water Works Board. <br />5..1998-0728 - 1319 E. Wayne, open enclosed porch. <br />Mr. Duvall presented that staff report and circulated photographs. He also noted that the owner, <br />Mr. Shakour, was present. Mr. Shakour stated that he wants to use windows that duplicate the <br />style of windows located in the front bay for the porch. Mr. Oxian stated that the proposed <br />windows should be noted in the motion. There was some discussion over how the motion <br />should be worded. Mrs. Sporleder asked what the proportion of the proposed windows would <br />be. Mr. Shakour stated that the windows would be wood casements with three divisions instead <br />of four do to lack of space. Mr. Duvall noted that the sketch submitted with the application <br />indicated that there were to be four pairs of casement windows in each wall. Mr. Shakour stated <br />that if four pairs will fit in the opening then he will use four otherwise there will be only three <br />pairs. There was a discussion to further clarify the size and number of the proposed windows. <br />Mr. Talley moved to approve the application with a correction to the staff recommendations' <br />fourth line down to be changed to read, that the applicant proposes to remove the infill wall <br />panels from a previous remodeling and replace them with four pairs of casement windows over - <br />a sill wall. Mr. Oxian stated that Mrs. Sporleders comment about the windows being three <br />divisions high should be included in the motion. Mr. Talley moved to amend his motion to read <br />as follows, the applicant proposes to remove the infill wall panels from a previous remodeling <br />and replace them with up to four pairs of casement windows, three panes high, over a sill wall <br />which is compatible with the rest of the house. Mrs. Hostetler seconded the motion. The <br />motion passed unanimously. <br />6. 1998-0805 - East Wayne Street Lights <br />Mr. Duvall presented the staff report and circulated photographs and maps. He also indicated <br />that Carl Littrell was present on behalf of the Department of Public Works. Mr. Oxian moved <br />to give tentative approval to the application, with immediate approval going to the technical <br />wiring portion of the application, and tentative approval of the light fixtures and poles with the <br />final approval being left to a special Lighting Committee set up for this particular application. <br />Mr. Talley seconded the motion. The motion passed unanimously. Mr. Oxian stated that he <br />met with Mr. Littrell, Mr. Powell, director of Public Works, and Linda Riley, a representative of <br />the East Wayne Historic District, prior to this meeting to notify them of the course of action the <br />Commission was planning on taking. Mrs. Riley stated that she and a few of her neighbors <br />were present to represent the interests of the East Wayne Historic District. <br />
