Mr. Talley moved to approve the application with the amendments that Mr. Duvall make the <br />final decision as 'to whether the emergency release pipe be painted or hidden be hind shrubbery, <br />and that the contractors chosen to do the proposed work meet with Mr. Duvall to discuss the <br />Leeper Park Preservation Plan. Mrs. Sporleder seconded the motion as amended. The motion <br />passed with Mr. Oxian abstaining do to his membership on the Water Works Board. <br />3. 1998-0720 - 553 Edgewater, rear yard deck. <br />Mr. Duvall presented the staff report and circulated photographs. He also noted that the owner, <br />Gina DeLaurelle, was present and that this project was completed with out a Certificate of <br />Appropriateness. Mr. Oxian asked why Mrs. DeLaurelle constructed the deck with approval. <br />Mrs. DeLaurelle stated that she was not aware that a free standing deck needed approval by the <br />Commission. Mrs. Hostetler moved to approve the application. Mr. Talley seconded the <br />motion. The motion passed unanimously. <br />4. 1998-0722 - 830 N. Michigan, pump gate. <br />Mr. Duvall presented the staff report and circulated photographs. He also noted that he had a <br />discussion with Mr. Wiltrout concerning covering the Styrofoam to help preserve it. Mr. <br />Duvall stated that when he spoke with Mr. Michalos,earlier this evening it became apparent that <br />Mr. Wiltrout considered the gates complete, thus, requiring that the covering of the Styrofoam <br />be included as a requirement in the staff s recommendation. Mrs. Hostetler interjected that it <br />was agreed upon during a previous meeting with Mr. Wiltrout that the Styrofoam would be <br />sealed from sun light to retard its deterioration. Mrs. Sporleder asked if just covering the pump <br />fence with plywood gates would deter the sound problem. Mrs. Hostetler stated that the new <br />gate has been very effective in substantially reducing the sounds the pump creates in near by <br />neighborhoods. She also noted that the plywood gate with Styrofoam was the only solution <br />which they could find that would still allow access to the pumps for maintenance. Mrs. <br />Hostetler further discussed how this solution was much more cost effective then any of the bids <br />that were received to address the noise problems. Mr. Oxian, as a representative of the Water <br />Works Board, stated that when the noise issue was brought to his attention, he suggested that <br />Mr. Wiltrout meet with Mr. Duvall and Mrs. Hostetler to discuss possible solutions. Mr. Talley <br />asked if the cross bars on the outside of the doors were serving any purpose. Mr. Duvall stated <br />that the cross bars were being used as bracing to keep the gates from sagging. Mr. Talley asked <br />if the gate was throwing the noise into the park. Mr. Duvall stated that the other side was <br />covered by Junipers. Mr. Talley further noted that the gates do not fit, stylistically, in the park. <br />Mr. Duvall stated that the stockade nature of the top of the gate needs to be trimmed off. Mrs. <br />Sporleder asked if the Commission was being asked to approve what is currently there. Mr. <br />Talley stated there was no need for the extra cross bars, which can be replaced with wire and <br />eyelets. Ms. DesLauriers stated that when she went to the park for a picnic she had to pick <br />everything up and move to the other side of the gate because behind it the noise was unbearable. <br />There was some discussion over the noise the pumps make all over the park and the discomfort <br />for neighborhood residence and park gbers. Mrs. Choitz asked if the Commission could <br />approve the application on a trial basis, to be revued in six months to see if a more equitable <br />solution has been found. Mr. Oxian stated that the Commission should make a tentative <br />approval then send it to Committee to approve the final details. <br />
