MINUTES OF THE REGULAR MEETING <br />of the <br />.HISTORIC PRESERVATION COMMISSION <br />Special Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday August 25, 1997 7th Floor County -City Building <br />I. Call to Order <br />John Oxian, president of _the commission, brought the meeting to order at 7:30 <br />p.m. <br />II. Roll Call <br />Commission members present were: Adrian Fine, Catherine Hostetler, John Oxian, <br />Janeanne Petrass, Joann Sporleder and Jerry Wiener. <br />Commission staff present was: David Duvall, director and Rhonda Saunders, <br />administrative assistant. <br />Also attending the meeting were: William Hojnacki, David Fritz and John <br />Hosinski. <br />The Chair called Mr. Hosinski to give his presentation. Mr. Hosinski noted <br />that this afternoon the full council, under the Parks and Recreation <br />Committee, had discussed and agreed there was a need to place a sidewalk along <br />Riverside Drive between Michigan Street and Lafayette Blvd. He further. <br />discussed how Riverside Drive at this location is a main artery and, due to <br />• the lack of a sidewalk, pedestrians are forced to walk in the street creating <br />a very dangerous situation. Mr. Hosinski. mentioned that he and councilman <br />James Aranowski have been approached numerous times by residents of the <br />NorthShore area and the Park Avenue area asking them what can be done to get a <br />sidewalk put in. Mr. Hosinski further stated that he had no firm proposals. <br />He referred. the commission to the original plans for a sidewalk, that Mr. <br />Duvall had passed out at the beginning of the meeting, as possibilities for <br />the sidewalk. He stated that a sidewalk along the north side of Riverside <br />Drive would be the best solution. The north sidewalk abruptly stops as you <br />pass the last house on the top of the hill. Mr. Duvall explained the three <br />maps he had handed out that showed the original park plans. He noted that the <br />Kessler plan indicated a sidewalk following the S-curve of the road. Mrs. <br />Sporleder asked if Mr. Hosinski had a particular proposal in mind and if he <br />did not.she had a suggestion. Mr. Hosinski stated that there is a general <br />consensus to have the sidewalk on the north side of the street starting at the <br />bridge and continuing to where the other sidewalk dead ends. Mrs. Sporleder <br />noted that at the last meeting her husband had mentioned that Michiana <br />Watershed desired to have a walkway put in that would go under the bridge. <br />Mr. Hosinski stated that if the sidewalk was placed on the north side of the <br />street it -would lend itself to the future possibility of putting in the <br />walkway under the bridge. Mrs. Sporleder questioned what it was Mr. Hosinski <br />needed from the'Commission. Mr. Hosinski said that he would like at least <br />permission for the Parks Department to have a drawing done. Mr. Oxian further <br />questioned the path the sidewalk would take. Mr. Hosinski again restated that <br />the north side was the most ideal spot. There was some discussion of where <br />the sidewalk should meet the bridge and the possibility of a future walkway. <br />• under the bridge. Mr. Oxian moved that the Parks Department come up with a <br />plan for a sidewalk that would come down, through the use of stairs, off of <br />the south side of the bridge. Jerry Weiner seconded. The motion passed with <br />Joann Sporleder abstaining. <br />
