• have a copy of the East Bank Multiple property nomination yet, but, that it <br />has been sent directly to the State Historic Preservation Office. Mr. Duvall <br />mentioned that the reason for this was due to a power outage at the offices of <br />the Westerly'Group, who had been working on the nomination, which caused them <br />to lose a significant amount of their work. The State Historic Preservation <br />Office gave them an extension and in order to make that deadline the Westerly <br />Group had to hand deliver the nomination. A copy of the nomination is in the <br />mail to our office and will be on the commissions agenda in October for <br />review. <br />Mr. Duvall stated that the 1997-1998 activities include the preservation plan <br />for Leeper Park, the nomination of the Infirmary and the republishing of the <br />Historic Districts Guidelines books. The Request For Proposals on the first <br />two activities have been sent out and are due back on the eighth of September. <br />The major activity, being the republishing of the guidelines books, are going <br />to remain an in house project. <br />4. Blake Gardens <br />Mr. Duvall reported that he had been notified of one hearing regarding the <br />Blake Gardens site from, the Department of Natural Resources to be held next.' <br />Tuesday at Noon. Mr. Duvall noted that he had also received the notification <br />for comments in which one could request a public hearing from the Army Corps <br />of Engineers.' The comments are due before September ninth. There was some <br />discussion to clarify what each notification meant and the intention of the <br />developer. It was decided that Mr. Duvall should attend the public hearing to <br />put forth the Commissions concerns. Mrs. Sporleder suggested that a packet be <br />put together and sent to the Army Corps of Engineers stating the commissions <br />• intentions and concerns. <br />V. Old Business <br />None <br />VI. New Business <br />Mr. Oxian noted that he was having Mr. Duvall make a list of all the Local <br />Landmarks. He suggested that when any of us are out driving to keep an eye <br />open for any violations occurring at the landmarks and if one is spotted to <br />report it to the director. Mrs. Sporleder mentioned the idea of maybe <br />dividing up the landmarks between each member of the commission, giving each <br />an area of are responsibility for inspecting every so often. <br />VII. Hearing of Visitors <br />Julia DesLauriers, Linda Fritschner and Robert Roland presented the problems <br />they were having with the noise from the Madison Center and the problem with <br />the deterioration of the wall around the Leeper Park Island. They showed <br />photographs and measurements of how much of the wall had fallen down and how <br />much the island was eroding. Julia DesLauriers also mentioned that when one <br />of the pumps on the island was repaired the crew accidentally knocked down <br />another portion of the wall. The hole was eventually patched. Julia <br />DesLauriers noted that they needed a liaison to deal with the noise from the <br />Madison center. She explained all that they had done to get this problem <br />taken care of. A remedy was reached and the Madison center fulfilled its end <br />of that remedy, however, it did not stop the noise problem. Julia stated that <br />• they are back at square one and are requesting assistance to get the problem <br />fixed. Catherine Hostetler asked if the Madison Center had put in the a new <br />baffle system. Julia DesLauriers said that they had not and that in place of <br />it the Madison Center had put up an exhaust fan cap. She expressed confusion <br />over why the Madison Center would choose to put up a $6,000.00' exhaust cap, <br />that does not work over a $3,000.00 baffling system that would have worked. <br />
