• 4. Standards & Maintenance <br />Mr. Duvall mentioned that Mr. Oxian had referred revision of the landmarks <br />standard on fences. There was some discussion as to how the changes would be <br />presented to the commission for a vote. Mr. Oxian said that the guidelines in <br />question should be written up with the alterations and be presented to the <br />commission on Monday, August 25 for a vote. Martha Choitz questioned why the <br />guidelines were going to be changed. Mr. Duvall explained about the landmark <br />owner who had requested a front yard fence in July's meeting. He further <br />stated that' when research was done on the area and time period it was <br />discovered that front yard fences were quite prevalent. This fell in direct <br />conflict with the guidelines that state there can be no front yard fences <br />placed at landmarks. Martha Choitz stated her concern over future problems <br />that may be caused by such a change in the guidelines. There was some <br />discussion over Mrs. Choitz concerns. <br />E. Staff Reports <br />1. Mr. Duvall reported the following C of A Staff approval: <br />a. 1325 East Wayne - Removal of a dead Hickory tree in the backyard. <br />b. 1027 East Wayne - In -Kind replacement of roof and repair of chimney. <br />c. 1120 East Jefferson - In -Kind repair of front entrance brick walkway. <br />d. 1091 Riverside Drive - Remove 2 dead Silver Maple trees from yard and <br />replace them with Maples. Also remove and not replace a Mulberry bush. <br />e. 1093 Riverside Drive - Removal of a dead Silver Maple in front yard and <br />replace it with a Sugar Maple. <br />Martha Choitz•noted that she would like to see the staff approvals back on the <br />• agenda. , <br />2. Legal <br />1) Violation 60500 Bremen Highway <br />Mr. Duvall noted that a violation had been reported at 60500 Bremen Highway, <br />which is a Local Landmark. It appeared that there were preparations being <br />made to side the house. Mr. Duvall stated that when he phoned the owner to <br />discuss the problem the owner quickly rebuffed him. The Building <br />Commissioner sent an 'inspector to the property who was also rebuffed by the <br />owner. Both the Building Commissioner and our office have sent out letters to <br />the owner indicating their need to file for a Certificate of Appropriateness <br />and to cease any and all activity. Mr. Duvall further noted that he has not <br />heard anything more about the situation other then a phone conversation he had <br />with the owner in which the owner stated he, would sue Mr. Duvall for <br />harassment. Mr. Oxian asked what had happened to the other violation on <br />Bremen Highway. Mr'. Duvall noted that he had not sent a letter to them as of <br />yet. Mr. Oxian then asked what was going on with the propane tank violation. <br />Aladean DeRose stated that it had been turned over to her. She said that she <br />had prepared a complaint for an injunction which would be sent this week to <br />the owner informing him if he wants to avoid penalties he should voluntarily <br />remove the tanks or the complaint will be filed. <br />3. DHPA Grants <br />• Mr. Duvall reported that the 1996-1997 activities were nearly finished. Mr. <br />Duvall referred the commission to the two context studies on brick streets and <br />the new deal, that were •passed out before the meeting began.. Fie discussed <br />what each context study included. Mr: Duvall also noted that he did have the <br />draft form of the. Leeper Park Nomination which will come before the <br />commission in. October for review. He reported that the commission does not <br />
