Mr.' Oxian wondered whether <br />• some of the guesswork in the nomination was based on.current observation of <br />the buildings or photographic evidence, and that he would abstain. Mr. Duvall <br />indicated that he could inquire of the consultant about her sources. There was <br />much discussion about the locations of Bungalow Pies and Inwood's. Mr. Fine <br />indicated that the information was probably taken predominantly from city <br />directories which might show a record at slight variancg to the exact <br />chronology of events. There was subsequent conversation attempting to recall <br />the location of the grocery which is mentioned in the text but not identified. <br />Mr. Oxian called the question. The motion passed with 5 yes votes and 2 <br />abstentions, Mr. Oxian and Mrs. Sporleder. <br />2) Colonial Gardens Historic District <br />Mr. Duvall presented the Staff report and distributed documentation materials. <br />He further noted that the nomination was requested by the HPC in accordance <br />with the 1993 Summary Report of the Indiana Historic Sites and Structures <br />Inventory for South Bend. <br />Mrs. Choitz moved that the commission recommend this nomination to the Mayor, <br />the SHPO and the State Historic Preservation Review Board for inclusion in the <br />National Register. Mrs. Hostetler seconded the motion. <br />3) Wenger Farmhouse <br />Mr. Duvall presented the Staff report and distributed documentation materials. <br />He further noted that the nomination was requested by the HPC in accordance <br />with the 1993 Summary Report of the Indiana Historic Sites and Structures <br />Inventory for South Bend. <br />• Mrs. Sporleder questioned whether the owners had been made aware of the <br />nomination. Mr. Duvall stated that they had received both a letter of <br />notification and an agenda for this meeting. He indicated that the ownership <br />was to be in transition as the city had plans to and has made offer to <br />purchase the building as part of the acquisitions for the new park being <br />developed in this vicinity but that this purchase had not yet come to <br />fruition. Staff has the assurance of the Dept. of Redevelopment as to the <br />intended course and the nomination was a result of planning for access to <br />funding.for the restoration of the building by the city. Mr. Oxian indicated <br />that this had been under consideration for over 10 years and that he had <br />directed Mr. Duvall to proceed at this time to enable use of the current CLG <br />funding in processing the nomination. Mr. Fine asked whether the acquisition <br />was planned by purchase or immanent domain. Mr. Duvall indicated a purchase <br />offer had been made. Mr. Oxian indicated that the property was now under <br />control of the you Wigfall and this may have affected the planned <br />purchase. Mr. Fine asked whether the interior photographs were available. Mr. <br />Duvall indicated that documentation of the interior had been difficult due to <br />its having been full of stored junk, but that the one interior photo submitted <br />with the application was available. He then circulated the photo. Mr. Fine <br />asked if the owner had provided the interior access. Mr. Duvall indicated that <br />he had been to the site with a code enforcement employee who had access. Mr. <br />Oxian noted that this house had been declared a Landmark without the owner's <br />consent. <br />Mrs. Choitz moved that the commission recommend this nomination to the Mayor, <br />the SHPO and the State Historic Preservation Review Board for inclusion in the <br />National Register. Mr. Fine seconded the motion.
