Mrs. <br />Choitz indicated that she understood there to be considerable support in the <br />Church Community region wide for the development of this facility. <br />Mr. Talley moved for approval of the application with the stipulation that the <br />life of the sign- be 24 months. Mr. Fine seconded the motion. Mrs. Sporleder <br />indicated that 24 -months was a reasonable life expectancy for a plywood sign. <br />Mr. Duvall added that the second floor apartments alluded to earlier were to <br />be artist studio type residences conceived as housing for resident faculty <br />artists and thus supplemental to the arts program'. He has contacted Jill <br />Godmillow of the film department at Notre Dame who had contacted the <br />commission looking for such space. Mrs. Sporleder inquired about the nature of <br />the figures described for the window coverings. Mr. Duvall indicated that <br />these were intended as decorative affect which could be achieved at little <br />additional cost. Fr. Bullene felt that this was a 'gesture indicating, the <br />seriousness of purpose of the organizing group. Mr. Oxian indicated that this <br />development might give impetus to development at the Toth State Bank Local <br />Landmark opposite on Kemble Street. The motion passed unanimously. <br />Mr. Talley moved that the commission hear the new application by Hercig <br />Associates for stabilization of the retaining walls at the island in Leeper <br />Park which is within the site of the North Pumping Station. <br />1996-0916 - 830 N. Michigan Street - Leeper Park Island Wall <br />Ken Hercig presented the application with apology. for the lateness of the <br />application. The proposal is for repair of the retaining walls at the upstream <br />• end of the island which protect one of .the wellheads. He presented maps and <br />photographs illustrating the areas to be repaired. The cost of repairing the <br />whole surrounding wall has been estimated at a quarter million dollars. He <br />noted that in recent period of low water had enabled observation of the <br />conditions at the base of the wall. The proposal is to stabilize the toe of <br />the wall by placing tubular concrete units at the base and grouting behind <br />these providing the same sort of underpinning installed previously in 1966 at <br />the inner channel walls. Where cracks are found in these sections of the wall, <br />it is proposed to inject epoxy to close the gaps. Mr, Talley inquired whether <br />this work was intended to be the extent of total repair work on this section <br />of wall. Mr. Keller indicated that the channel underpinnings had performed <br />sufficiently well that it would seem that this solution is effective in a <br />fairly long term. Mr. Talley asked if there were other recommended mediation <br />to address the problem. Mr. Keller indicated that the existing sand bar <br />upstream provided some measure of deterrence to erosion here. Mrs. Sporleder <br />asked if there was greater scouring effect on the river side and Mr. Keller <br />affirmed this due to higher velocity. Mr. Talley asked if the Corby sewer <br />outlet affected this area. Mr. Keller believed it to be far enough away as to <br />have' negligible affect. Mrs. Choitz asked about Army Corps of Engineers <br />permits required for this work. Mr. Keller confirmed that such permits were <br />required and had been applied for and grated and that a floodway permit was <br />required by DNR. Mr. Talley asked what proportion of the total work required <br />at the island walls was being addressed by this project. Mr, Keller said it <br />was approximately 5 or 10% but that the client for this project was the Water <br />Works and that only sufficient funding was available for this work. Mr. Talley <br />• indicated his understanding to be that the National Register Listing for the <br />North Pumping Station had been initiated with the idea of leveraging funding <br />for restoration activities and asked whether that could be applied here. Mr <br />Duvall indicated that if the wall were on the National Register it would be <br />eligible for limited funding from the Historic Preservation Fund but that the <br />best source of funding here would be from ISTEA transportation enhancement <br />funding which had much higher funding levels and does not require the National <br />
