• MINUTES OF THE REGULAR MEETING of the HISTORIC PRESERVATION COMMISSION Regular Monthly Meeting County Commissioner's 7:30 p.m. Conference Room Monday September 16, 1996 7th Floor County -City Building I. Call to Order John Oxian, president of the commission, brought the meeting to order at 7:35 p.m. II. Roll Call Commission members present were: Richard Bullene, Martha Choitz, Adrian Fine, Catherine Hostetler, John Oxian, Janeanne Petrass, Joann Sporleder, J. Edward Talley, & Jerry Wiener. -Commission staff- present was: David Duvall, director; Melody VanZant, Administrative Assistant; and Aladean DeRose, counsel. Also attending the meeting were: Gregory Kil, William Cochrane, and Rick D. Keller. III. Public Hearing A. Certificates of Appropriateness 1) 1996-0902, 1314 East Wayne Street North - Install low sloped roof over • Kitchen addition. Mr. Duvall presented the Staff Report and distributed photographs including follow-up as built photographs of the similar roof previously approved for the sun -room. Mrs. Choitz moved that the commission approve the application. Mrs. Hostetler seconded the motion. The motion passed unanimously 2) 1996-0906, 519 Edgewater Drive - Replacement of storm damaged Garage Mr. Duvall presented the Staff Report and distributed photographs. He noted that the owner, Mr. Cochrane, and his architect, Mr. Kil were present. Mr. Kil presented the application. Mr. Oxian Inquired as to whether the Area Plan Commission Staff had been consulted because the structure would probably be in violation of the current development standards. Mr. Kil indicated that they had been consulted and that they had deferred to the HPC regarding the appropriateness within the Historic District. Mrs. Hostetler moved for approval of the application. Mrs. Sporleder seconded the motion. The motion passed unanimously. 3) 1996-0909, 924 West Indiana Avenue - installation of signage and window "mothballing". Mr. Oxian indicated that he and Mr. Duvall had met with the applicants prior to their application to generally discuss their plans for the development of this building. Mr.. Duvall presented the Staff_ Report and distributed photographs. He noted that the address given for this property in the Indiana Historic Sites and Structures Inventory was 900 West Indiana. Mr. Talley inquired what the term of a temporary project sign was. Mr. Duvall indicated he didn't know off -hand what the term of such a permit was. Mr. Talley asked what the viability of the development proposal was. Mr. Oxian indicated that the three individuals with whom he had met seemed competent. He indicated that the developers proposed the first floor and basement to be developed as the performing arts school with the upper floor being utilized as loft -type apartments. Mr. Talley expressed his concern that a start-up project which failed after early development stages might leave the building in a worse case
