• <br />MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Regular Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday September 16, 1996 7th Floor County -City Building <br />I. Call to Order <br />John Oxian, president of the commission, brought the meeting to order at 7:35 <br />p.m. <br />II. Roll Call <br />Commission members present were: Richard Bullene, Martha Choitz, Adrian Fine, <br />Catherine Hostetler, John Oxian, Janeanne Petrass, Joann Sporleder, J. Edward <br />Talley, & Jerry Wiener. <br />-Commission staff- present was: David Duvall, director; Melody VanZant, <br />Administrative Assistant; and Aladean DeRose, counsel. <br />Also attending the meeting were: Gregory Kil, William Cochrane, and Rick D. <br />Keller. <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1) 1996-0902, 1314 East Wayne Street North - Install low sloped roof over <br />• Kitchen addition. <br />Mr. Duvall presented the Staff Report and distributed photographs including <br />follow-up as built photographs of the similar roof previously approved for the <br />sun -room. Mrs. Choitz moved that the commission approve the application. Mrs. <br />Hostetler seconded the motion. The motion passed unanimously <br />2) 1996-0906, 519 Edgewater Drive - Replacement of storm damaged Garage <br />Mr. Duvall presented the Staff Report and distributed photographs. He noted <br />that the owner, Mr. Cochrane, and his architect, Mr. Kil were present. Mr. Kil <br />presented the application. Mr. Oxian Inquired as to whether the Area Plan <br />Commission Staff had been consulted because the structure would probably be in <br />violation of the current development standards. Mr. Kil indicated that they <br />had been consulted and that they had deferred to the HPC regarding the <br />appropriateness within the Historic District. Mrs. Hostetler moved for <br />approval of the application. Mrs. Sporleder seconded the motion. The motion <br />passed unanimously. <br />3) 1996-0909, 924 West Indiana Avenue - installation of signage and window <br />"mothballing". <br />Mr. Oxian indicated that he and Mr. Duvall had met with the applicants prior <br />to their application to generally discuss their plans for the development of <br />this building. Mr.. Duvall presented the Staff_ Report and distributed <br />photographs. He noted that the address given for this property in the Indiana <br />Historic Sites and Structures Inventory was 900 West Indiana. Mr. Talley <br />inquired what the term of a temporary project sign was. Mr. Duvall indicated <br />he didn't know off -hand what the term of such a permit was. Mr. Talley asked <br />what the viability of the development proposal was. Mr. Oxian indicated that <br />the three individuals with whom he had met seemed competent. He indicated that <br />the developers proposed the first floor and basement to be developed as the <br />performing arts school with the upper floor being utilized as loft -type <br />apartments. Mr. Talley expressed his concern that a start-up project which <br />failed after early development stages might leave the building in a worse case <br />
