Mr. Oxian continued the list of disputed items. Also included were building out <br />of gable and installation of a half -round louver, treatment of the center window <br />• in the front facade second story and changes in the dimensions of the sidewalks. <br />Ms. DeRose stated that the primary resWsibility of the HPC was to the historic <br />nature of the homes in each district and not an overriding concern for safety. <br />Mr. Oxian began a discussion of the front porch. Mr. Laskowski maintained his <br />safety concerns as well as matters of liability. Discussion ensued concerning <br />the front porch. <br />Mr. Oxian offered the applicant a hearing before the HDC. Ms. DeRose stated that <br />the HPC could also deny the petition. Mr. Oxian said he preferred for the HDC to <br />hear the remaining proposals. Mrs. Hostetler requested original photographs. Mr. <br />Frederick replied that the photos in question were Mr. Laskowski's. Mr. Laskowski <br />then said he would provide the HPC with the original photos if that were possible. <br />Mr. Oxian cited remaining areas of disagreement and asked Mr. Laskowski if he <br />desired a hearing with the HDC or an up/down vote tonight. Mr. Oxian made clear <br />the HDC meeting would depend on the applicant signing a waiver. Mr. Laskowski <br />responded that if the HPC did not approve his plan in total he wished to register <br />his disapproval. Mrs. Choitz detailed the HPC's committment to saving the house <br />from unwarranted damage and referred each area of disagreement to the HDC. <br />Mr. Oxian continued with the rest of the agenda. <br />IV. Regular Business <br />A. Approval of Minutes -July 19, 1993 <br />Mr. Oxian discussed the minutes with Mr. Frederick prior to the meeting. <br />Mrs. Choitz moved to approve the minutes as submitted. Legal <br />Mr. Oxian asked about the code enforcement situation within LHDs. <br />Ms. DeRose then asked about the specific nature of the request from the Dept. <br />of Code Enforcement. Mrs. Choitz asked about the singling out of a substandard <br />property among a group of the same. Discussion ensued. Mr. Oxian read a letter <br />from Kathy Dempsey concerning a property on Arch Avenue in the Edgewater Place <br />LHD. Ms. DeRose said that properly the HPC should target substandard houses within <br />a LHD and send reports to Code Enforcement for further action. Ms. DeRose and Mrs. <br />Choitz agreed that the HPC and Code Enforcement should act in concert. Ms. DeRose <br />asked that the HPC upon receipt of an itemized list of repairs for a property send <br />Code Enforcement a separate report from our Standards and Maintenance Committee. <br />
