The motion to approve the COA application for a new privacy fence and <br />the possible relocation of a portion of the existing fence was approve unanimously. <br />3. 615/617 Riverside Drive-Riverbend-LHD <br />Mr. Frederick read the staff approval COA dated July 27, 1993. He then read <br />the staff report and the report of the Historic Districts Committee dated August <br />11, 1993. Mr. Laskowski presented his proposal calling his plan a "sincere res- <br />torration." He indicated that he had " contracted all work before the standards <br />were in place." He stated that he had a letter dated May 4 stating that the stan- <br />dards are not yet in place and that he did not receive the letter until May 12. <br />Mr. Laskowski also showed . -a photocopy of a building permit issued on May 25_..for <br />work including siding, fasciae and soffits. He explained that on Ma 12 then HPC <br />Director Fred Holycross verified that the house in question had clapboard siding <br />originally. <br />Mr. Oxian pointed out that Mr. Laskowski was neither returning to original <br />construction nor willing to maintain the house as it stood on the date of <br />LHD designation. Mr. Oxian then read "Preservation of Original Landmarks and <br />Buildings" into the record. This document was adopted by the HPC April 20, 1992. <br />Mr. Laskowski asked where he stood concerning the porch. Mrs. Choitz replied that <br />the HDC had recommended the complete restoration of the porch. To which Mr. Laskowski <br />responded; "I'm not going to put that porch back the way it was." <br />Mr. Oxian asked Mr. Laskowski if he objected to any proposal which the HPC had <br />approved. Mr. Laskowski indicated no objection. Mr. Oxian then asked staff to read <br />those items. Mr. Frederick read the list. Mr. Oxian stated that the HPC had also <br />approved window changes oh the side and rear facades. Mr. Frederick pointed out <br />that those proposals are neither in Mr. Laskowski's proposal nor in his COA application. <br />They appear only in his drawings. <br />Mrs. Choitz then moved that the HPC approve the siding of the garage, the switchout <br />of the front door for a window, changes in the side and rear door pending HPC'desi n <br />approval, installation of a 6' privacy fence, window changes, as in drawings, to the <br />west and north elevations only, replacement of the garage pad, <br />seconded the motion. No further discussion. The motion passed unanimously. <br />Mrs. Hostet er <br />Mr. Oxian asked the staff for a brief report on the stucco. Mr. Frederick replied <br />that there appeared to be lath underneath the stucco, not finished clapboard. <br />Mrs. Choitz indicated that there were numerous examples of houses of this type <br />in the area and reported that the stucco on three facades appeared in "very good <br />condition". She then rei.terated the HDC's position concerning the stucco. <br />Discussion ensued concerning the issuance of the building permit and the next <br />step in the HPC's deliberations. Mrs. Choitz suggested that the HDC including <br />Mrs. Sporleder meet with Mr. Laskowski to work through the remaining areas of <br />difficulty. Mr. Oxian asked counsel if that was appropriate. Ms. DeRose replied <br />in the affirmative but that Mr. Laskowski would have to sign the waiver. <br />Mr. Laskowski then asked for a review of his proposal. Mr. Oxian cited the following <br />areas of dispute: stucco, fasciae and soffits, porch ceiling, porch columns... <br />Mr. Laskowski then asked about the doors. Mr. Oxian stated that replacement of storm <br />doors should be part of Mr. Laskowski's COA application. <br />
